I have been looking at whys to get natural links, another SEO company said that instead of doing Guest Blog Posts there now adding single links to partner pages on websites which have a follow link. To me this sounds like basically a links page rebadged as a partners page. Is this a dangerous practice? or does this carry some weight with the search engines?

it's seen as the Rolls Royce of CMS systems. If its not setup correctly ie your not Sitecore accredited you could have some very major issues. the admin area is not user friendly. If for example you want a mobile site developed first you need to find a developer. then you need to have deep pockets most developers don't get out of bed for less than £15,000.

yep I have noticed this as well I reported a link directory full of spam and its seems to have gone up 3 positions. I am going to keep an eye on it.

Yes it seems that sites which are keyword stuffed and purely optimised or not been updated in a year seem to have increased in the ranks where sites which where strong dropped big time... Think this updates gone a little wrong!!!

I have taken a slight hit position 1 to position 2 or 5 on keywords I was strong on... It seems that some of my competitors sites which are crap seem to have gained. It seems the active SEO ers have had a hit... However I think I will bounce back...

A client of mine is creating a knowledge base/wiki for their website. There using there suppliers own knowledge base (basically their a reseller). What would be the best practice with regards to duplicate content. Would it be best to make all the pages "no follow"? and block the pages by the robot.txt?

I would recommend getting a standalone wordpress install, which then gives you total freedom. You can either commission someone to build you a custom theme (not as expensive as you think) or use Theme forest or the 1000+ free templates.
Hosting should cost you between £30-£60 a year. Most web hosts (including my service) have wordpress instant install. I.e wordpress is installed in 3 clicks and of you go.
Domain name registration £3-£10 for 2 years
Themeforest which limits you from £40
Custom themes from £300 - £1000+ depending on the functionality you want. You can then add any plugin you want. Yoast is excellent. The cost of the theme should once off.

I know this has been possibly asked before however. is there any benefit for Guest bloggers to write on my website? Will it have any impact on my rankings? I do guest post on other sites and I know this helps my site.

I personally think you can keep the PHP. The only reason I can see changing to HTML site is if you don't have a CMS system running. I would 301 redirect the old pages to the new.

Looks like a google panda problem. Too many links, two many repetitions of "SMS"he adverts say google and the users are confused on e what you offer and what service You actually provide To me it looks like a spam site. Get some well written content. Your site seems to be listed in many eastern european web directories /link farms I would try and get some better quality links.
