You build the links with human contact. Once you've identified a site with a tool, look for yourself to make sure it's relevant, and then craft an email that is designed for that site. If you send an automated link request to my site about rc combat ships and you want me to link to window blinds, you're not going to get a response.

If Google turns down the weight of keywords in domains then what will they be turning up?
From what I have seen so far the exact match keyword domain is still a big factor. Top 3 in my estimate but it would make sense for that to dip a bit as it makes it almost too easy to get a site highly ranked without doing much else except buying that domain.

Link Juice flow control
No, nav and footer links do not suck juice that you could otherwise redirect somewhere else via 'nofollow'. Yes, juice is split evenly between all outgoing links on a page. So if you reduce the number of links (by deleting them, not just making them 'nofollow') then you can increase the juice passed to the remaining links on the page. This is why it's rarely a good idea to have a page with tons of links on it; each one is going to only pass a little bit of juice. Having said that, nav and footer links can be very helpful for the humans who visit your site, so you don't want to strip them all away and make your site hard to use. But If you have dozens of barely-useful links jammed into your footer then you should probably nuke those. Design your site for humans. And trust that Google will do something reasonable with the link juice flowing around your site.

Does Google take into consideration the number of ad tracking pixels on a page into its ranking algo?

Ranking A Website For Mulitiple Counties, Cities And Towns
Creating different page for every city and county is someway spammy and actually doesn't give great user experience... just think if you would like to visit a site where are "tons" of pages, actually not adding anything valuable to the website. Create one page where you can list in nice list style cities you offer your service and look for interesting local directories where you can add your business. If any specific city is more important than others... you can create an article about it... like... How to Find Good Pool Cleaning Company in New Jersey... and give some good tips how find company, without excessively promoting your own company... you can refer there to review sites and other places, where your business is listed and has good reviews...
