I've seen an experiment about this, and Google will still index the canonicalized urls, but in theory, it will show to a related term search the one the canonicals are pointing to.
The first 2 urls of this search are the ones of the experiment:
You can see in the code the canonical.
The experiment is from 2013! so don't expect those urls to be taken out from the index. If you are looking for this, you should use other techniques like robots.txt to block indexation or redirects 301 to permanently redirect.

I think blocking with robots.txt is a good solution. But you don't have to block each url manually, it's better to block all urls that have: & or =
I think the code for this is:
Disallow: /*&
Disallow: /*=
This way you will automatically block all present and future weird urls like this and prevent present and futures problems.

I'm not sure if I understand you. It's a good idea to create categories in a secondary menu if you have in them with products or with natural/original/quality content.
But you mean to don't have a url for each product and have all them just in www.domini.cl/cyber/category? If this is the question, I think is better to have a url for each product, unless you don't have any content on each product, in that case it could be a good option.

I personally would try to rank on the home the best / more popular / generic / most searched service on your business, or maybe 2 or 3 of them. And I also would keep those keywords on their respective service page.
And the rest of keywords just on their service page. Normally is the strategy that I use.

you should never have more than one version of your web. You should pick the https:// version, because a study from a important Seo Tool confirmed that the websites with https:// version perform better on Google. Then is up to you to choose with www or without. Apply redirects and when you write a different version of your site, it should always redirect to the version you chosen, at the home or at any inner page.

I agree with Gaston about the losing some authority with a redirect.
Also add that if you redirect page A to B and B to C, all the authority will go to page C with the loss of the first, and the second redirect by the way. B won't retain any authority because it won't exist anymore.

Googlebot takes more or less time to reindex if your site is more or less active.
The other questions:
Before closing it I recommend you to continue at least for 6-12 months and in this time create natural quality links, maybe you can save it. Also recommend you to try the Disavow Links Tool, maybe you're luckier than me and it works for you

Gigs on Fiverr worked very well until the Penguin Update, since then, they can push you in your ranks, but very probably, you'll get a "penalty" because of the low qualitity of the links or the artificiality of them.
The "penalty" can last months or maybe forever, because probably is not a penalty, probably is the ranking that Google is giving you analyzing the whole profile of your links. So I recommend you to create natural links to counter the bad effects of this links, or at least, to reduce the percentage of this kind of links in your total but creating natural and high-quality links.
Some people could recommend you also to use the Disavow Links Tool from Google to disavow this links, but in my experience, it did never work.

that code is right, you should also look at your domain.com/robots.txt page to see if you are disallowing.
You should see something like this:
User-agent: *
Disallow: /wp-admin/
This is correct. But if you see a "Disallow: /" that means that is disallowing all the website, and if you see a Disallow: your inner page...
In any case, I recommend you tu create a link in a website of the topic of your web to this page, maybe in a forum or a directory, to let Google index faster your page.

In any case, if we are talking about thin content, but if is quality content and it's not duplicated content or oriented-for-SEO content, I would not use noindex for it.
If we ar talking about empty pages or almost empty pages maybe is better to use noindex, or maybe is better to delete and redirect with 301 this pages.
I would reduce the internal linking, and maybe put those internal links lower or in places with less visibility. Just that.

You should not worry much about the length, up to a maximum of 300 characters. A few years ago the maximum was about 155, but Google increased it to 300.
What is really important about the Meta Description is that you write something that gets the attention of the searcher, in the way that he or she decides to click and enter your web. So try to think: ¿what can result interesting to the searcher to mention in my meta description?
I recommend especially mentioning the price, ir you have a good price, or an offer if you have it, or anything interesting for the searcher that you have. Using exclamations is also a good point.
Dont think in terms of SEO for this meta, think about CTR.
