Start by making content that deserves to be linked to (no easy feet could take you tons of time and $) but then you at least have a reason to be linked to. Then you can package it in infographics , guest posts , comments etc and earn links

So cap your impressions you dont need the same people clicking a hundred times.
Also you can lower bids on list segments that aren't performing as well.
Its hard to say more without looking at it .

Are you Running it on cpc
Are you using banners?
Are you segmenting your lists?

1-You can find contest sites like directories to submit to. -just do a simple google search
2-Co brand the contest with a site that has following
3-Pay for social media promotions or sponsored posts about contest
4-Outreach to sites to let them know about your industry related contest

You need to find people who have specialties - First decide what area to focus on - onsite , link building , viral content , social media marketing, technical audits, - Then find experts in that area and have them help you.
Or you may just need a jack of all trades (master of none) to point you in the direction to start.

If the goal you are tracking aren't over lapping with your adwords tracking and they are important to you then yes. Example might be -onsite for over 10 minutes.
Keep in mind since you cant easily separate conv on adwords interface you dont want to make new conv that aren't really important to you or you dilute the convs significance.
