I find freelancers are only good if You first know seo or have a plan then you can hire someone and tell them exactly what you want them to do. Thats why going with a company can be a better option - if you dont have the budget you should take a consultant who can make you a road map of what you need then you can find a freelancer to do the work.  - you can pm me what you need done and your budget and ill try to refer you to some freelancers.

Look at it and see if the site has engagement and check its backlinks. I just look to see if it was made for seo or for real people.

The roi value of doing ppc for seo is often not their. Most ppc is sales targeted and that doesnt help seo which is what others where trying to say.

My comment was just saying that at times if you know what your doing it can help seo but its not cheap and often not worth it.

AdWords can improve SEO if you are sending traffic to your guides and link bait which gets links and shares

I find mixing the seo ppc and social disciplines to be amazing - ie create a infographic and then run a contest based on it to improve interaction with it and then run email marketing and retargeting to promote it. Works even better if you have a co-sponsor in it to help promote it.

(You can even do cheap ppc on the topic the infographic talks about)

Longtail quality content creation is always great for strong sites but without knowing more about the site its hard to say
