Is there an SEO penalty for text that appears only in a pop-up box when you hover the mouse over an icon?
I can't see why there would be a penalty, but if you give us an example of the code or plugin/solution you're using, we can research it a little and see if there are any problems.

What are the most underrated SEO tactics?
I have to add my vote for one I saw on that post - image optimization / alt tags. I've noticed an improvement in rankings by optimizing alt tags, plus they sometimes show up as part of the SERP snippet (when keywords are in the query) which means they have CTR implications as well.

Too many links with the same Anchor-text?
Thank you for your comforting reply, Andy. The institutional site is hosted on the same server, though we bought an extra IP for it from our hosting provider, so I guess there's no problem there. Well, let's hope we win this dance-contest

Has anyone noticed a big delta between Google and Bing rankings? For example, we rank favorably in Google, but not so favorably in Bing. Are there different tactics I should use to rank better in Bing?

Working in the world of Google Farmer Update
First thing is remove ads that are "in your face" and concentrate on your content. Looking through that page you gave as an example, the content at the bottom is too far down - it needs to be moved higher up the page - the top would be preferable. If needs be, use a "more" to drop down the content in its entirety. Make sure every sentence there is unique and not duplicated on other external sites. To be honest, I can see exactly why Google has knocked it down - removing your ads is the first step. The second should be to make your page content rich and interesting for your visitors. Dealing with PDFs?
Thank you Keri for the helpful resource. I actually ended up doing all of those things for our client. Also, I found out that the default Drupal 6 robot.txt file, does not allow the search engines to index pdf's, images, and flash. Therefore, one must eliminate the disallow: /sites/ from the Robot.txt file.
