How does Google rank a websites search queries
If what you say is true they have made some horrible SEO since Google will index their product pages and search pages there are some serious duplicate content issues to worry about. you should always tell Google not to index the search result page to avoid this problem. you don't want your search results indexed, you do however want your product category pages indexed.

Anyone getting anything from paid submissions?
My valuation is based primarily on page authority with consideration given to domain authority (both SEOmoz metrics). I usually discover about twenty potential links without buying any and create an Excel spreadsheet with the following columns: URL Page Authority Domain Authority Price per Year With this information you can easily tell which are a good value and which are not. Make sure to keep track of the links you pass on because they may become more attractive when you've already picked all the low hanging fruit. Recently I started using Raven Tools to manage this process because the spreadsheet starts to get out of control:)

Outbound links and their pro's and con's
Wait.... your question is so extreme that I must answer in a realistic way... Apple is never, ever, ever going to link to every computer website. Some of them are not relevant enough to content on Apple's website. Some of them are not good enough for Apple to give them a link. Some computer websites are blackhat. The day that Apple starts linking to everything everywhere is the day that their links are worthless. Keep that in mind when you start linking out. Keep that in mind when you evaluate the value of a link coming to you. Link only to relevance. Link only to quality. Link only to good sites. If you do that you will have a great site. You keep looking for a "limit". The limit isn't a number. The limits are relevance, quality and virtue.

Any experience regarding what % is considered duplicate?
Check out this video: http://www.seomoz.org/blog/whiteboard-friday-dealing-with-duplicate-content It will give you a much more thorough answer than just a percentage of uniqueness. But if you want that kind of answer I mostly hear guesses between 20% - 40% unique content.

Article Syndication and Duplicate Content Issue
You could also consider placing the articles on your website and having publishers that pick it up linking directly to your site. I have a feeling that Panda will keep rolling out to a stage where links from content farms will be nearly worthless (IMO). Regarding the guest blogging, yes the search engines will see it as duplicate content but that should only affect them websites. For e.g If 2 high authority websites pick up the article, you will get 2 great backlinks and they will fight it out between each other in the SERP's

Meta description tags & title tags duplicate content?
Meta description tag - It is true that search engines (especially Google) have started to ignore the description tag... it is still better to create unique ones. If you create the perfect description tag... (perfect means.... perfectly representing your page) then search engines will probably decide to show the one you have given yourself. I do think that will have some value and add some credibility to your website. Meta Title tag - Never...ever.... have duplicate meta titles... bad bad bad. hope my answer helped you a bit.
