CPC is a function of many things. One of which is the ultimate value of the good/service being offered. So, the CPC of a keyword relating to a specific medical condition (cancer) may be much higher than something generic (like televisions) even though tv's may have much more competition.

Did you look at what competitive sites now outranked you and see any patterns? Did the drop in organics corresponded with a Google update? Did you change anything on-page of the landing pages?

I would stay away as well. The best way to get links is to earn them and links that are "given" away typically do not carry much weight as anyone could get them.

In adwords you can use more broad (competitive terms) in a small geographic area for one campaign. And in another use more longer-tail nationally (so if someone is looking for Dallas Luxury Condos in Michigan, the ad will still show even though the ip address is outside of Dallas).
So:

Luxury Real Estate
Luxury CondosNational Campaign
Dallas Luxury Condos
Dallas Luxury Real EstateDefinitely add it in the title of the ad:
Dallas Luxury Condos

Did you add a sitemap? If you do have a sitemap with these pages (and if everything is correct) give it some time.
If the pages are dynamically generated, and no links to these pages, the bots will not find them (or at least not very easily).

As long as the blogs are contextual relevant to what you are doing. I would not expect a big boost in organics by the majority of these, but could help in different ways.
An example may be a plumber commenting on a topic. A prospect may be researching on that topic, saw the post and goes to the plumber's site (that happens to be local) and hire them.

These should be in a sitemap if they are unique and useful for the end-user. If not, leave them off as they may do more bad than good.

No one is stopping competitors from doing this and it does occur.

Depends. Typically not, but depending on what you are doing you may have to rely on some of these to meet mkt objectives.
Here is an example, for industrial b2b, ThomasNet, Globalspec & MacRae's are paid directories that are typically used because of the amount of prospects using them. So in a way it is a paid link to your website that Google frowns upon even though a firm may not be using it for that purpose.
In a grand scheme of things, Google is a paid directory via adwords.

The domain name is just a one factor in many that determine a success of the site. Most likely, the lack of performance is mostly related related to the other factors. I would do an analysis of the other factors before deciding on what to do with the domain name.

Once the organics show the new url, I wait aprox 90 days to remove. However, if you have many inbound links to the old pages, I would consider keeping them longer.
