I'm not with Moz anymore, so I can't speak to how things are at this very moment, but there was a good conversation in the comments of the following post earlier this year that talked about some of the tensions in the review process and factors that affected the timeline. https://moz.com/blog/moz-community-managers#comment-318875. I imagine many of them still hold true.

You'll want to keep in mind search engine guidelines about paying with regards to any links that are followed, and with FTC guidelines (if US-based) about disclosing paid promotion.

Something else to think about -- what benefit do you get from checking your keyword rankings on an hourly basis? Does that give you the information you need to help make your site make money? Or does it take away from time you can spend improving your site?

I block based on hostname, and that's worked for me. There's a good post at http://www.analyticsedge.com/2014/12/removing-referral-spam-google-analytics/ with several options.
Edited to add: always keep a profile that has NO filters or anything else, just in case you accidentally end up blocking valid data.

In OSE, I don't see much in the way of links. Two of the links are from a blogspot site about loans, and the About Us block for that site states it is run by a specific company, and that specific company is also listed as the whois contact for the site you are asking about. That could be a problem (both the off-topic link and a link that Google may view as not editorially given).

It looks like the site was just registered in January, which means it's fairly new. Moz updates their index about once a month, so it takes a little while to crawl and display the links. In addition, Moz isn't able to crawl the entire web (though their index is getting a lot bigger), so they may miss some of your links.
