Jarno has some great points as he mentioned its for if you author the page simple as really.
I can't say there are negative effects associated that I can think of (doesn't mean there are none) I have however heard of people saying that it can help with rankings (Sorry I don't have link to back this up at the moment).
My advice is If its good content (like a blog or a relevant article in the niche) that is good to associate your self with (as a authority) if not you can get by without it. But as you seem to be finding it has a high click through keep with it.

If you want their image in the Serps there needs to be an image in Google plus.
I wouldn't of thought so directly as it like a log-in would need the robots to type which they don't tend to do, it may indirectly affect your SERPs via a longer loading time but again it's most likely something else, Have you checked other factors like any link building you've been doing or if you've had and referring links drop etc. ?
Have you also seen much movement in your niche? You may find someone else has other input but in my opinion if it benefits the users I'm up for it, just make sure ti doesn't affect loading time by adding crazy times etc.

unfortunately you can only have one Login to the Moz account so you have to either let them in or not. Billing wise the will never see a whole credit card number etc. I would question an "SEO expert" that needs to log into your Moz account with out having access to their own or similar service.
In short - You have only one Moz account its that or nothing. I know that sharing accounts and multiple users is on the Moz radar but don't expect it any time soon.

The reason Google may consider them black hat is because they are, they are not recommended. I would recommend you work on creating a better main site that has what the user are looking for. If they are already landing on your site for the mentioned terms then you should be okay. Google's job is to bring up the most relevant results for a search term - make your site the most relevant for that search term.
Don't try to cheat Google, go with Google!
Having said all that I do know of some people with micro sites that can perform but best practice would mean it's not recommended. Good luck.
You can measure your SERP page changes within your campaign (moz pro > search > ranking keywords), and you can also see any increase in visits and engagement in your dashboard (moz pro > search > traffic from search) if you have linked Moz with your Google Analytics.
You can also look in GA and see how long people are on your page and compare it to before the content (more time meaning people are hanging on your page more which is great)

First off what happened when you did fetch as Google? it should give you a message if there was a problem. Not that it is the problem but the following won't be doing you any favors:

The other thing it amy be is your canonical is pointing towards http://royalevents.com.au/ but your redirects all go to http://royalevents.com.au again this is not going to be helping you.

Looking at it I am very confidant the pagination i the problem acting like a canonical to the contact page.
Remove it and fetch and you should be good.

And, We're writing unique content for each blog. But, I am thinking to use one content / subject for all 4 region blogs.
I found the problem, you were writing well and following the Google guidelines and all was well but you've decided to get a bit more grey hat.It pays off to take the time to write better content for each region.

Whilst it might seem tempting to create 10,000 back links a day ( more back links means better SERPS right ? - Nope ) this will not help you rank up in fact it will do the opposite and is more likely to have you removed from Google's results all together.
A long time ago you could get away with loads and loads of links however times have changed a lot so maybe you saw that it was a good idea - it is no longer so. The best way to get on-top of search results is to create good content and good content means good links. All though this take more time it will give you far better results.
You can find many good tips & tricks around here as to how to create good content that may get you good links. Please don't use an automated submitter (as seen by the horror above!)

currently you've got pagination on your page (rel=next/prev) this acts like a canonical link (telling Google the page is a duplicate of another) remove the following meta:

They can sometimes undo it but you should be careful about deleting campaigns, its best to archive them (there isn't really a limit on that) compared to deleting.
am I able to set up a new campaign to retrieve the historical data lost from the one that was deleted?

We've also seen a drop (with a small drop in rankings on our clients site) still looking into it. Thought you would like to know you're not alone. Sorry can't help you with the why as we are still looking into it but confident it will bounce back. (this was also along side a link building campaign too!)
If you have a good site structure the second method should work better as it would filter down to everything lower down the chain and look a bit more natural, all though it can't hurt to throw a wildcard in the mix and link to the odd page here and there. Just make sure the links will flow down nicely and you should be swell, if you creative something that your users can link to you should start getting organic links which are far better than making them your self (e.g facebook shares)
