Any good Pay Per Click Networks other than Google and Bing ???
Hey Garth, These are all great options listed, and I'm sure there are more that you can explore (don't forget Gemini, Yahoo's native advertising platform). I would like to briefly touch though on the part of your post where you mentioned that Google is too expensive. Do you have an experienced person managing your PPC efforts? There are many things that could be contributing to the expense of your Google campaign. If you haven't looked into having a third party review your campaigns, I would highly recommend it. (but don't have Google look, they just want you to spend more money.)

Any Good Email Marketing companies - CPA ?
Hi Gareth, Most email companies function on a monthly fee, which then is factored in how many emails you send per month through them. Many companies choose to separate out their transactional emails and their marketing emails to keep costs down. Some great ESPs out there: MailChimp, My Emma, Blue Hornet, StrongView, and Marketo, just to name a few.

Please can anyone recommend any GOOD 'TRAFFIC BUYING COMPANIES ?
I have a client challenging me with this issue right now. Despite me working with the client doing things in an ethical way, they are keen to engage a business who offers this service of being able to offer 'PAID TRAFFIC. For around $70 dollars they will send according to them TARGETED | QUALITY TRAFFIC. The client decided to go ahead and sign up and within 24 hours the site went from having had around 200 sessions a day to over 2000 in just 24 hours. Analytics saw the REFERRAL channel become the leader in bringing traffic and started listing lots of IP ADDRESSES. The company also say there is no spam in the traffic they send to your site. They also say these 'site visitors' are 100% genuine and not bots etc. I am personally a bit sceptical about how this will affect the site building its relationship with Google over time. So, is there evidence that some companies are getting better at delivering this type of service and the technology makes it much more ethical and worth buying into? Of course - what happens when you switch the service off?

India link building - any good ?
I caution against purchasing a link building service, you're most likely to be throwing money away or doing your site harm. Instead, identify the quality directories (should be a very small subset of websites, use Moz Local) your site needs to be listed on and add them yourself. Then, since you do not have a large budget, focus on the quality of the content and wait for links to come naturally.

I believe the "good linkbuilder" term is subjective. I have clients who want to acquire anchor text links(by various means) to increase their rankings but I believe unless you grow your link profile naturally using good content that is well syndicated, you might just shoot yourself in the foot. I honestly think co citation and authority links are the ways to go. Those can both be acquired by being an authority figure in your niche or at least attempting to contribute valuable insights that gain you attention from teh right people.

Can re-directs decrease your rankings??
Gareth- redirects can decrease your rankings but if done correctly it will be a minimal amount. Typically a 301 redirect will pass between 90-99% of the link juice of a page to the new page. Pretty good...not great. Shouldnt create a huge difference in rankings for your site if it is one page. What I find is people lose ranking when they do redirects incorrectly. How to spot Fake PR websites?
This one just don't pass the sniff test. Think about it -- does a site with "This blog does contain content which might present a conflict of interest. This content may not always be identified." in its disclaimer seem like one that would get such a high trust from Google? What about a post about Las Vegas that offers few details and no outbound links? OSE does update about once a month. While it's not updated every day, you're not going to see something go from a DA of 5 to a DA of 95 (which would correlate more with a PR of 9 or 10) in just a month. Google has guidance on what qualifies a a high-quality site and questions to ask yourself at http://googlewebmastercentral.blogspot.com/2011/05/more-guidance-on-building-high-quality.html. Some of the questions are excerpted below. This site doesn't meet many of those guidelines. Would you trust the information presented in this article? Is this article written by an expert or enthusiast who knows the topic well, or is it more shallow in nature? Does the site have duplicate, overlapping, or redundant articles on the same or similar topics with slightly different keyword variations? Would you be comfortable giving your credit card information to this site? Does this article have spelling, stylistic, or factual errors? Are the topics driven by genuine interests of readers of the site, or does the site generate content by attempting to guess what might rank well in search engines? Does the article provide original content or information, original reporting, original research, or original analysis? Does the page provide substantial value when compared to other pages in search results? How much quality control is done on content? Does the article describe both sides of a story? Is the site a recognized authority on its topic? Is the content mass-produced by or outsourced to a large number of creators, or spread across a large network of sites, so that individual pages or sites don’t get as much attention or care? Was the article edited well, or does it appear sloppy or hastily produced? For a health related query, would you trust information from this site? Would you recognize this site as an authoritative source when mentioned by name? Does this article provide a complete or comprehensive description of the topic? Does this article contain insightful analysis or interesting information that is beyond obvious? Is this the sort of page you’d want to bookmark, share with a friend, or recommend? Does this article have an excessive amount of ads that distract from or interfere with the main content? Would you expect to see this article in a printed magazine, encyclopedia or book? Are the articles short, unsubstantial, or otherwise lacking in helpful specifics? Are the pages produced with great care and attention to detail vs. less attention to detail? Would users complain when they see pages from this site?

Does PR 7, PR 8, PR 9 links help really?
Or if the website has notes saying to contact them to advertise or buy links, or if they're part of a network with a footprint that's easy to detect (do a search for 'build my rank'), etc. Any number of ways.
