Rel=Canonical for filter pages
Depending on the CMS you are using, you may be able to add a dynamic element to the URL when more than one filter is being used, for example noidx=true. Then utilize your robots.txt file to disallow all URLs with noidx=true. This should allow pages with one filter to get indexed and crawled, but when a user (or Googlebot) enables another filter, that page would not be entered into the index.

Site Ranking in all countries except USA
FYI by setting it to USA, you will more than likely lose ranks in other countries.

MOZ Crawl - Search engine blocked by robots .. but it isn't.

What Link building Strategies should adopt after hummingbird update?
I agree with what Peter said aboe, but I also want to add remember when creating content always think about answering the questions your customers might have about your product(s) or services. This will not only answer content question that many customers are always asking about, but it will also help you get the long tail keyword info that your company might need to battle hummingword.

Xreflang
I would try to go with these HREFLang tags, if your environment and structure is set up right for this I'm of the view that this will really help new countries where you'll launch as you have the 'ability' to direct some of your authority their way via these tags. You have something similar for your sitemaps, where you can also point at the different languages for one page. Besides that I would put all my money and efforts on promoting your content and building up an authority in every single country.

Google + pages and SEO results...
Good Morning! Unfortunately, the results you are seeing are consistent with a tweak Google made a few weeks back that has brought up some extremely low quality one boxes. The tweak is surfacing many old, spammy results like the one you've highlighted. Here are two good discussions of this weird phenomenon: http://localsearchforum.catalystemarketing.com/google-local-important/10000-attack-bad-google-local-one-boxes.html The above forum thread in 8 pages long, and I recommend you read the whole thing, as it includes many examples and, also, some things people have tried in regards to reporting the bad results. Then, I would also suggest you read Mike Blumenthal's article in which he ties this tweak to the Hummingbird Update. Google is aware of it and I expect they will turn the dial again at some point to improve what is currently a very poor search experience. There may be some hope in reporting a specific instance, as you will read about in Linda Buquet's forum thread, but for the most part, this may just be one of those sit-tight situations that we have to endure until Google takes action. Hang in there.

Link juice and 301 redirects
Completely agree with Fede, the 301 process will redirect the juice to the new URL but this process always loose small amount of link juice. If you think adding the new URL will help you better than losing a bit of a link juice is fine!
