You can't really avoid doing the math to figure out the probability that the better ad is actually besting the older ad. It's a function of both the impressions and clicks so it's not easy to eyeball. I threw together a little spreadsheet that should do the math for you if you put in the click and impression data. I checked it with some data and I think it's working. It'll calculate whether we're 90% sure, and 95% sure which is better. Just put in your ad numbers and you should be good to go! Usually, if the 90% variation matches up with my expectations, I go with it. Otherwise, you might wait for 95% just to be sure. Fell for TopSEOs...advice?
I'm glad I stumbled on this post. I strongly believe that their should be a disclaimer on sites that rank other companies services who pay for the listings. In this case, unsuspecting business owners searching for a bona-fide SEO company can be easily misled by choosing a company with a top rank - when in fact the only way the rank was achieved was by paying for it. Any credibility in my opinion of the site accepting payment for a listing as well as the site paying for the listing - is thrown out the window.

Most analytics attribute sales instantaneously. Adwords can attribute sales from a cookie that was set days ago.

Content Network Clicks Not Count as Paid Search

Adwords Keyword Research - Impressions, CTR
What's a top keyword? That's the question... It's not always the keyword with the most traffic. You can use the Adwords Keyword tool (for example) to find related search queries and the search volume. But even when their is a lot of traffic, it's not sure it's a 'good' keyword for you. When you are running an Adwords campaign you can find search queries "Tab Keywords -> See Search terms". This Search queries are also in Google Analytics, but with information about conversion, time of site visit, etc. So you can use Adwords + Google Analytics to find 'converting' search queries. How much does Google adwords cost increase year to year?
Adwords works on a bidding system, where AdWords users bid on specific keywords and the highest bidder gets the best placement. Costs differ on a keyword-by-keyword basis, and go up and down based on the market. Google itself doesn't charge any fees on top of the per-click payments.

I was looking for the same and found this: http://www.seomoz.org/q/company-nsphere-www-nsphereinc-com The lack of pricing info and the sort of confusing interface with no direct upgrade options on the free version was enough for me to assume that it is probably a little shady. The sample directory in the above mentioned discussion confirms that suspicion.

Is a $100 adwords credit appropriate here
Technically you are allowed 1 AdWords account per Company/URL. Is the new account for the same website? If it is for a different URL as the other account, using a $100 credit is perfectly fine. If it is for the same URL, is there a specific reason to you are setting up a new one? You can still use the $100 coupon on this site - Google will never know, but it would be against the TOS so I will leave that judgement call up to you. Do you take Seo and ppc management on competitor sites?
Do what your client requested. First, because you owe him that as a client. Second, because he is right about the analytics (and rather astute it seems), but lastly, and most importantly in my opinion, Because it will ultimately gain you respect with both clients over time. For me, I would hate to lose that business, but I would tell the one who wants the SEO that you have to honor your commitment, but that you also believe there are other good SEO firms. Give him three that you think are good (don't give one as that could be a bit of a rub with your client) and let him speak with them. Or give him some good rule of thumb on how to find a good firm. You will ultimately benefit.
