What should be done with old news articles?
Basically I don't see a reason to remove old news articles from a site, as it makes sense to still have an archive present. The only reason I could think of to remove them is if they are duplicate versions of texts that have originally been published somewhere else. Or if the quality is really crap...

How to create SEO budget?
The numbers by themselves are meaningless. Read my response again - look closely at the sites that are linking to them: Why are they linking? What's in it for them? Could you do the same? Could you apply that same process to another site that they don't have a link from? Can you take that idea further - change it to put a new spin on it? You can't win at SEO my chasing the links of competitors. You will always be playing catch up, you will never get every link and you'll never get ahead. However you can learn from those links and take their strategies rather than their links. When you have a strategy then budgeting starts to make sense.

Domain Name Registration - 3 Options - which one?
if that also is an option i would choose that one: joomlatraining.com URL's with seperated words by a minus sign (if you use to many minus signs) might be interpreted as keyword spamming. i think that would be the most obvious one.

How to optimise a local business directory?
You've probably got a challenge on your hands working to promote a business directory like this. What does the client want to acheive with this directory? Why are they running it, and what are it's business goals? How achievable/realistic are they? What's their budget? What ROI do they expect! What's the competition like? eek Why would real people use it? What makes this directory unique, How is this directory going to differentiate itself? How is it going to compete with the big name directories? I'm not sure that "listings are limited to three per category" would make this the go-to place for anyone searching for a type of business...

Best way to deal with multiple languages
I'd concur with this approach - however you can only Geo-Target with Google Webmaster Tools, not language target. You might be better to implement rel="alternate" hreflang = "x" via your sitemaps to help Google understand which content is intended for which audience. Sites banned from Google?
Just do site:domain.com search in Google to see if pages from this domain are indexed. If you want to check cache, you can do so by doing a search for cache:domain.com or cache:domain.com/pageurl.html I hope this helps.

Social Buttons Help SEO, 2 Questions...
Just a quick comment about the social buttons... I doubt that just adding social buttons to the site will help in itself, however the fact that the sites has the social buttons on their site 'may' indicate it is more likely that they have social activity based around their domain (although this isn't always the case!). My own opinion is that the buttons just being there won't help, but if the webmaster is also interacting on a social level, getting tweets/likes and opening their social discussion somewhat, then I would say that this can certainly help, and maybe those social buttons are making it just that much easier for folks to share the content on the webmasters site, and so helping their social metrics? People are pretty lazy online, so you need to make it as easy as possible for your website visitors, whether that is making it easier to buy something, fill out a form, or indeed, Tweet/Like your content! That's my take anyway! [EDIT] - I note you say you pulled the social buttons because nobody was using them... in which case rather than pulling the buttons off the website, I would look into WHY nobody was using them If you can figure that out, you will likely increase the usability of your website, make it more 'people friendly' and interesting, and decrease your bounce rates - all of which 'could' help your rankings (and revenue!). Things to look out for: Overly heavy text (text is good, boring people to death isn't! Break the text up with images, YouTube embeds, etc) Too many above the fold ads? Folks won't want to share a site full of ads (not saying your site is like this!) Social buttons not obvious? - Are they placed where the reader needs them? Some form of CTA at the start, and at the end of content is a good idea 'usually'. Any signs of life? - Do you get decent comments, have you got a Twitter feed or Facebook box on the site? - People like to get involved in active sites, try to show signs of a community based in/around your website. If you haven't got one, try to leverage one! Phew! That was a big edit, sorry!
