Domain Authority is calculated by evaluating linking root domains, number of total links, MozRank, MozTrust, etc. — into a single DA score. This score can then be used when comparing websites or tracking the "ranking strength" of a website over time.
Page Authority is based on data from the Mozscape web index and includes link counts, MozRank, MozTrust, and dozens of other factors. Like Domain Authority, it uses a machine learning model to identify the algorithm that best correlates with rankings across the thousands of SERPs that we predict against, then produces Page Authority scores using that specific calculation.
Is it calculated exponentially? Just the developers of the algorithm can answer that question. But I'm pretty sure the algorithm is based on a Statistic Framework and Not on Arithmetic, Exponential Framework

How to determinate how many links you will need to rank on the first page?
Well, in that case, you have two options the manual, hard and slow way but very accurate and the easy and fast in my case I use the second to make a quick research like your case.
THE MANUAL WAY
With Moz
1. Select the keyword, in this case, we will use social security increase
2. Go to Moz Pro > Keyword Explorer > SERP Analysis
3. See full analysis and Export CSV
4. On that case, you will have the first 10 results for that specific keyword

This is what I would do in your case
- Forget your blogs
- Analysis the articles of your main website blog
- Get some keywords useful for those post
- Make a link prospect to your post
- 20 good links pointing to a single article can give you more traffic than all your network together.
Let's take this article of your site as an example

- Traffic potential 31,000

I made a 10 minutes research a get 150 Links Prospect with this Blog Ranking Criteria:- NOT A PBN

Talking about your questions
It's common for websites to provide similar or the same content in different languages when targeting different regions while having different URLs. Google is okay with this as long as the users are from different countries. Your website will not be penalized when translation is manual and accurate. Even though Google still prefers unique content for each version, it understands that having unique content can be quite tough. Google clearly states that you don't need to hide such content by not allowing Google to crawl it using a robots.txt file or no index robots meta tag.
The circumstances are entirely different if you're providing the same content to the same audience through two URLs. Let me explain this with an example. Imagine you've created yourbusiness.com and yourbusiness.com.au. One targets the USA and other targets Australia respectively. Since both are in English, this will cause duplicate content. Luckily, it can be easily solved using an hreflang tag, which is widely accepted by all search engines globally.
The hreflang tag protects international SEO campaigns from being penalized with duplicate content. It's usually required by businesses that cater to different languages or countries through sub-domains, subfolders, or ccTLD. The hreflang tag also is important if you have multiple languages for one single targeted country.
Here's what I do to implementing it:
Step 1: First, we must handle language targeting. You'll have to list out the URLs that have equivalents in different languages. Any stand-alone or non-equivalent URLs would not need the hreflang tag, so don't list them.
Step 2: Now comes setting up the tag. This is what a general hreflang tag looks like:

It's a normal process when you start to optimize your website the more specific you are, the more precise information you get.

A lot of sites today have the ability for users to sign in to show them some sort of personalized content, whether its a forum, a news reader, or some e-commerce application. To simplify their users life they usually want to give them the ability to log on from any page of the Site they are currently looking at. Similarly, in an effort to keep a simple navigation for users Web Sites usually generate dynamic links to have a way to go back to the page where they were before visiting the login page, something like: Sign in.
If your site has a login page you should definitely consider adding it to the Robots Exclusion list since that is a good example of the things you do not want a search engine crawler to spend their time on. Remember you have a limited amount of time and you really want them to focus on what is important in your site.
Out of curiosity I searched for login.php and login.aspx and found over 14 million login pages… that is a lot of useless content in a search engine.

Another big reason is because having this kind of URL's that vary depending on each page means there will be hundreds of variations that crawlers will need to follow, like /login?returnUrl=page1.htm, /login?returnUrl=page2.htm, etc, so it basically means you just increased the work for the crawler by two-fold. And even worst, in some cases if you are not careful you can easily cause an infinite loop for them when you add the same "login-link" in the actual login page since you get /login?returnUrl=login as the link and then when you click that you get /login?returnUrl=login?returnUrl=login... and so on with an ever changing URL for each page on your site. Note that this is not hypothetical this is actually a real example from a few famous Web sites (which I will not disclose). Of course crawlers will not infinitely crawl your Web site and they are not that silly and will stop after looking at the same resource /login for a few hundred times, but this means you are just reducing the time of them looking at what really matters to your users.
