Google is not respecting the meta title
Google has been rewriting page titles for years, even on sites like Apple.com. Sometimes it's to better match user intent with the search, and sometimes it's because they think your title tag is spammy. Barry at Search Engine Roundtable has several pieces on this.

Duplicate content in the title
I would go with the date option and have it stand out but I think you need to think this through to avoid duplicate and low content pages. Many offer sites keep all the offers for a store or a product on a single page. That strategy avoids duplicate pages.

Does a High percentage of nofollow inconming links, harm my campaign?
Not at all, it's more natural for a domain's external link profile to consist mainly of backlinks containing the nofollow link relationship than not. The 67% ratio would be about right and this would not, in itself flag any problems at all. Its important for a link profile to look natural, a healthy balance of nofollow links with followed links along with a nice mix of variety with the types of pages linking back to a domain.

Do the geotargeting in Google Webmaster Tools. You don't need to canonical to the .com. Also make use of the meta language and country attributes, and make sure your pages are adjusted for the local version of Spanish - it's best to get a native speaker to check as there can be a surprising amount of differences.

Logically, it usually makes sense to only have one tag which summarizes the overall page content - that's why there's h2-h5 available. However, if you segement your content and tag eachorwith an <hgroup>that contains an tag you should be fine as far as crawler alerts are concerned - I think Google will get the point. Just don't expect each H1 tag to carry the "weight" you'd expect it to if you're using multiple tags on the same page. </hgroup>
