How much to charge?
As the type of person who would pay somebody for such services I would have to say that it depends on your actual skills and abilities. How many hours work do you see this taking or should I say how much of your time would it take to acheive this. Considering you are not only doing the SEO work but you are creating the website as well. Perhaps look at breaking the cost down on a per client basis. For example one clients website might be small but another client they might require a much more involved website. If this is your primary source of income I would suggest asking yourself what do you need to survive? If you can do all this in one week then what do you need to survive for one week? Once you have built a reputation and have clients under your belt then perhaps you could charge more? Sorry I know I did not actually answer your question but I hope I have given you some "Food for thought"

Google + pages and SEO results...
Good Morning! Unfortunately, the results you are seeing are consistent with a tweak Google made a few weeks back that has brought up some extremely low quality one boxes. The tweak is surfacing many old, spammy results like the one you've highlighted. Then, I would also suggest you read Mike Blumenthal's article in which he ties this tweak to the Hummingbird Update. Google is aware of it and I expect they will turn the dial again at some point to improve what is currently a very poor search experience. There may be some hope in reporting a specific instance, as you will read about in Linda Buquet's forum thread, but for the most part, this may just be one of those sit-tight situations that we have to endure until Google takes action. Link juice and 301 redirects
Completely agree with Fede, the 301 process will redirect the juice to the new URL but this process always loose small amount of link juice. If you think adding the new URL will help you better than losing a bit of a link juice is fine!

How to do this...
OK, Forgive me if I am wrong. But I think the question you are asking is less of a technical one. From a quick search it would seem you have no Google Local account and that you may be unfamiliar with Google Local? Its like Google's version of the yellow pages directory. All you have to do is create an account at the link below https://support.google.com/plus/answer/1713911?hl=en This will then associate your website with your local listing and Google will be able to apply your address and other features to your search results. Is that what you where asking about?

Building a campaign for an interior page
Hello! Slapshotstudio is correct about setting up a sub-folder campaign. This will crawl more than just the dui page you are looking for. To completely crawl just a single page you could move the page into an actual subfolder such as www.aerlawgroup.com/dui/ with the dui.html being the only page. Hope this helps!

Honestly, it depends a lot on the business case. In many cases, consolidating to one site has advantages, but there was some reason you split the sites, and I don't know that history. So, it can be tough to say whether you should abandon one site. Certainly, if you do, and if you 301-redirect those pages from the abandoned site (which you should, unless that site was penalized), then that content on the stronger site should do well.
