Link exchange Trick?
Hi Ennovation - To directly answer your question, if you nofollow the link back, they will not receive any credit for your link. If they have a followed link to you, then you do receive credit. Simple as that. People doing link exchanges are usually quite wise to this, though, and when they find that you nofollowed the link to them, they will often remove the link that is pointing to your site. I also have to tell you that I don't recommend link exchanges. I suspect that pages that exist just for link exchanges, or sites offering them, are quite discounted in Google. Plus, it ends up looking quite spammy, even if the sites you are exchanging links with are in your niche. Since you are already thinking about building and keeping relationships with people, why not take it a step further beyond a link exchange, and instead do a guest post for them? If they want to do one for you as well, I think that's totally fine. Good luck.

I would have the answers on a page that you go to when you press complete, and have that page in my sitemap.xml, or like you said have it display none, but apears when you click complete, haveing text hidden is not a problem as long as it is displayable to the user somehow, like clicking a button

Optimizing the canibalization
That's a very serious consideration. I wouldn't wander too far from the primary phrase, and would even consider leaving the primary phrase on that inner page then having two others on that page that are tightly focused and related. Add some internal links to those additional phrases, work on some inbound links with those. Just be sure you don't let that slip away and have the overall page's focus diluted away from the primary.

Toolbar sais 33 PA & DA, does Google have the same values?
Theoretically, yes. The 301 should tell search engines that the site is moved, so all factors previously attributed to Site A should now instead be attributed to Site B (with a minor loss). Although already done, you could double check that you followed the best practise for moving a site laid out here, but if you're waiting to see toolbar PR, then you'll be waiting a while to see any updates (probably). Is the site ranking for anything the old site used to? If so, you shoudl be fine, if not, double check the link and see if there's anything else you can do.

Website Structure - What works best for passing the Link Juice?
I'd check out Bill Slawski's SEO By The Sea generally, and this post in particular: http://www.seobythesea.com/?p=5168 I wouldn't get "too manipulative" with CSS. I know this advice is going to sound generic, but I'd think about what links are most likely to get clicked by your visitors. Those are the ones that Google wants to give more credit.
