To answer your question, one of the ways one ranks is to have the light colored text on the light colored background on each page with the following in a spammy footer:

I'd focus all of your efforts on one site, and make that site be the authority for your particular field. You'll have only one site to maintain, one site that gets authority from people linking to your content, one business name to maintain, etc.

In addition to your direct question, here's some information that could help.
You might experiment with adding words like "cheap" "free" "inexpensive" "online" etc to your negative keywords list, as well as adding all of the states or territories except where you do business.

Also, be sure to read Craigslist's terms and conditions for frequency of posting, and where you can post pets. If people think you are a puppy mill, you're likely to have your ads quickly flagged.

Could it be that Adwords can't see a particular call to action on this page, and are figuring you're using it as a bridge to another page that does have the call to action? What is it that you want your people that come to this page from a PPC ad to do?
If I'm looking for a pastry shop, I'm looking for a site that tells me where I can go and get my pastry, the hours, etc. or where I can order my pastry. I'm not looking for a lesson on marketing. If I'm looking for a lesson on marketing, I'm not going to enter the keywords pastry shop. Does this page satisfy the intent of your user's query?
Here's one way to think about it. Google wants to make money, and their primary way of making money is by selling ads. If the users aren't happy after they click on those ads, the users won't come back to Google to click on any more ads, and Google won't make money.

Hi Dan,
I can't speak to sabotage, but I can confirm that the newspapers are all owned by the same group (MediaNews Group http://www.medianewsgroup.com/consumers/Pages/OurBrands.aspx ). I happen to be in the Bay Area and knew that at least three of them were related.
Like Ryan, I'd ask around to see if someone thought they were being helpful and signed up for those without letting you know. I've seen it happen on here before.

To add to Sean's comments, also consider what you are selling:
- A single product, or multiple products?
- Digital only? (need to think about how to make sure stuff isn't copied)
- Subscription services? (you need recurring billing)
- Shippable items? (may need shipping integration, lookup in UPS, and heaven help you if you're shipping items that are considered dimensional weight)
- Do you need to keep track of inventory?
- Does your inventory change?
And what kind of site do you have? Are you doing a new site? Is this going to be added in to an existing site? Are you using a CMS of some time that you will need to integrate?

If you think about this question in more general terms, you'd never see CNN or New York Times link anywhere, since most sites have a lower PR than they do. And on the flip side, if I have a site with very little PR about pinball games, I'm not going to link to a site with a higher PR that's about buying pills that's full of spam.I don't have enough personal experience for your particular situation to offer an expert opinion for this case, however.
