Getting Google to index a large PDF file
Link to it Add it to sitemap Compress it and make it load faster My guess is that the file size is too large. Why not turn it into an HTML page? Or several pages?

What to do when you get an oh so sweet but temporary link?
Been right there and here's what we did... We got an alum of the university to put it on their own page - that they'd attended and found the Seminar a great one...and we ensured that the alum pages (we got 3 attendees to say what a great event it was) were all FOLLOW links too! YMMV but that's what we did! And do!

Changing website framework: Any negative SEO ramifications?
I think Hutch42 is right. If your urls have no file extensions on them (.asp, .php, .htm), you really shouldn't see any dip from merely changing over. It would be worth triple-checking about the extensions, though. We changed our site over a few years back and saw a dip in some key lead-generating pages that had extensions on them. One place you may see a difference is with load times. Your pages' code structure will likely change. And .NET/IIS sometimes has different speeds than a LAMP stack even with the same content.

Is it currently possible to have a company logo appear with a Google search result?
Rel=publisher will display your company logo and Google+ page on the right hand side of branded search terms (search terms close to or exactly your company name). Google will not allow you to upload a non-headshot (such as a logo) for a rel=author snippet that will appear directly in your search result.

Guidelines for keyword-targeting and link building?
There has never been anything like this from Google - they will never give numbers, but the general rule of thumb when link building is to not just use target anchor text. Use things like "Click Here to see more", "Click for more information", the website URL, your name, etc. and add in the odd keyword based phrases now and then. Target key phrases too much and you will undo any good work you have done. Andy

To use or not to use: Keywords with locations
Well "cheap shoes florida" is not correct grammatically, so right off the bat that should be "cheap shoes in florida" Your sentence above is spammy and painful to the reader and targets four different regions on one page. If you want to go the region route, then each page should target a different area. Especially if the main keyword is medium or high competition, you'll need targeted dedicated landing pages with unique content in order to rank for state long tail searches. This takes care of your spammy copy, because you're only including one state in the content, and it also really needs to be under optimized and only a few times in the copy - don't overdo it. Definitely needs to be in the title tag and H1 tag.
