responsive design can address different layouts (if you click on some of the examples in my previous link and resize your browser you'll see what I mean)
If you wanted to serve up different content then you'd have to look at having a dedicated mobile site. This will double your work load though.
In terms of link building... If you had a responsive site you wouldn't need to do anything different but if you are throwing up a separate mobile site it could suffer from a lack of links and unique content. Again, this is a tricky area.
The BBC have a separate mobile site but they don't really have to worry about link building 
If I were you I'd explore responsive design further before delving into creating a separate mobile site. I feel the pros outweigh the cons.

We have always gone down the root of responsive design with our sites so that you do not have to create a mobile website. This also means that you do not have to keep to sites updated.
With mobile the key is to make sure your site is as lightweight as possible. Think of the user - they're not going to wait around with a poor mobile data signal waiting for your site to load. Google knows this and trie to show faster sites higher up the rankings.
That said, Google will still prefer good quality content with a strong social and link profile.
Basically, make sure your site is as good as it can be and that you are taking the needs of mobile users into consideration.

I've experienced the same issue recently. No bounce back as yet. But not all hat bothered, as Google still going strong and in the UK it accounts for approx. 94% market share for search engines.

I have a client that has 2 websites (different brands) in the same industry. I have encouraged them to become authors when writing content for each respective website and hook up their Google+ profile to the posts.
Is this detrimental for SEO if they are writing for both sites? Or is it in fact a positive thing?

It's good to have a second opinion. I'll leave as is for the time being.
I've recently taken over a site from another agency, which has hundreds of linking root domains. These domains are of very low quality and, in my opinion, are being ignored by Google.
Is it best to 'clean up' some of these links, or leave them and start building quality links?
I just don't want to waste time cleaning link profiles if there's no need.
Is the iFrame definitely the way you want to go with this or are you open to alternative ideas?
DotMailer provide a widget for users to embed a newsletter sign up form on their website. Beneath the widget there is a link pointing back to dotmailer. This doesn't use an iFrame. Maybe look into this.
I second that. Blog commenting is a waste of good time. You could do something else, using half the time yet achieving good results.
My tip for link building is always to create something that people will want to link to. Sounds like a teachers pet answer but I'm not writing this for Matt Cutts. It just really makes sense - and it's scalable.
What are people's opinions of Quora for SEM? Early last year many were excited about its potential but I must admit I haven't explored quora as much as I should have.
I do find it a good resource for getting answers to my questions but how do people turn this into an SEO tool?
This is probably sacrilege for most SEMs but I don't think Quora has taken off over here in the UK as it has in the US.
I'd be interested to hear your thoughts as an SEO community and how you've used Quora successfully.

Yes, it's another Panda question....
Would Panda effect an entire site or just specific pages. Many people have said that it penalizes entire sites, however, some of the questions that Google is said to have asked Panda testers seem to be page specific.
What's the general consensus??

Do you have access to .htaccess on your server?
You could set a simple redirect to redirect all traffic to your website root to the domain you want.

I'd love to but it is a bit sensitive. There is no difference between the coding of the too pages or the structure. The only difference is the on-page content and perhaps some internal links.
