I don't think they need to circulate their content anymore as it's highly distributed already. I'm also not completely sure about this, but I think google ignores the pound # tag. As it's so commonly used as an anchor and for ajax/javascript. Try searching # in google

How can I update On Page Optimization Reports following 301 redirect?
yes, the stop running weekly is a HUGE move forward. My biggest issue was grader was trying to grade pages for terms I did not want nor set up. I think I put a call ticket in on this one alone 3 times LOL

Will a Media Wiki guides section affect my sites SEO?
I do, I run a pretty large wiki (2400 articles, over 1000 users) and I can definitely vouch for it. Out of the box it uses canonical tags as well (for redirect pages), knows which pages it should index and which it shouldn't (edit & login pages for instance are noindexed) and Google can handle an out of the box install pretty well. If needed you can even use one of the meta plugins to optimize your descriptions, titles and noindex/nofollow certain pages or even namespaces. (I wrote the AdvancedMeta plugin, but there's plenty of others).

Google Places optimisation for service franchise, 150 franchisees with no physical addresses?
I work for a language school that has offices in different cities. We're planning on setting up a Google Places page for each of the schools. They all have different addresses but use the same national phone number. Is this going to be a problem?

What is the difference between Bing and Google ranking factors ?
Hi, totally agree with 128K, great resource there, but here is also something interesting to add in the mix: Bing gets data from the results that people click on the Google SERPs when using Internet Explorer... in other words: Bing copies Google http://googleblog.blogspot.com/2011/02/microsofts-bing-uses-google-search.html In the long run they both be looking at the same signals, so the times of optimizing differently for both are pretty much over.

Broken Inner Links - Tool Recommendations?
If it happens to be a wordpress site, there is a plugin called something like "Broken Link Checker." If I recall correctly, that checks internal and outbound links. Otherwise, not too sure.

Domain position on site:domain.com search
Yes, there were some changes in rankings after the algorithm update. I lost ~10-20 positions ( I mean from position 3-4 to 23-24 ) for some keywords, for others just 1-2 positions ( from 1st place to 2nd, or from 1st place to 3rd ) . No, the pages above do not have a greater link popularity.

i believe it is not just where the content was seen first, thinks like up time, loading time and other thinks can decide what page will be seen as the original. Rand did and article on it somewhere.

If you go ahead, unfortunately, there's no warning from Google (in Webmaster Tools or elsewhere) about penalties. You'll sometimes see a message after the penalty is in place (but sometimes not at all). If it does happen, you can typically fix it, request re-consideration in Webmaster Tools, and within a few weeks to months, they'll lift it (presuming you've made the fix). That penalty/re-consideration process can be quite painful, though. In the event it happens, there's no long-term impact to PageRank/Authority/link metrics about the site. Best of luck, Rand

Ideally, you should use both, but I realize that could be a lot of work. Canonical URLs will work well for the case you mentioned above. Just remember to link to your canonical URL on internal pages and have inbound links point to that canonical URL. You should ask site owners that host those inbound links to change if possible or use 301 to redirect those links that can't be changed. You may also want to consider creating redirect rules to add or remove the trailing slash for all URLs, because links with and without the slash are considered different URLs and will split link juice.
