What is the best keyword research software without monthly payments from those you have outlined?
Well Long Tail Pro has a monthly subscription so that doesn't fit, but the other two may do. But on what criteria can you judge what is the best?
Tools that scrape Google Suggest like the one you linked to can be useful and produce interesting results, but that isn't the whole story for keyword research. What about search volumes for the suggested keywords? And also the difficulty of ranking for them? Without volume and competitor metrics to go with your keyword research the research is very incomplete.
Of the other two you mentioned, I only have experience of Market Samurai. It does provide search volume data and you can also use it to analyse competition for selected keyword(s), but how it compares to others I cannot tell you. As to what is determined as best, I don't think there is one tool. It is more down to how you work and what works best for you.

Long Tail Pro is by far my favorite keyword tool. There is a free 10 day trial and there is also a version where you only pay a $97 one time fee.
That being said, I'd recommend the monthly subscription to the platinum plan in order to determine organic competition for each keyword (which uses the Moz Keyword Difficulty API). It's only $17/month and it's paid for itself for me many times over.

I think "best" is somewhat objective - first of all - are you looking for tools for keyword discovery or more like metric gathering or more like management & analysis. Those are all somewhat different things and some tools are better then others.
In my opinion there's no one tool that can do all the valuable discovery for you. So I end up using combinations of;
- KW Planner
- Google Trends
- Google Correlate
- Mergewords
- Analytics and Webmaster Tools
- SEM Rush
- Ubersuggest

Then there's the metric gathering and management - which to me is a whole other ballgame than just research.
