Investigate your traffic sources. Is there any particular source that is sending traffic from the US as compared to the others. Are any of your marketing efforts causing more traffic coming in the from the US. Are there any cities in particular that are generating majority of the US traffic?

Even if it's original content, filtering flimsy pages with little data for the user are what panda is all about. You can noidexed follow them and then gradually open them back up as you add additional content. look at your pages report and see top traffic generating pages, those pages are getting traffic because Google likes them and is ranking them. You definitely don't want to block any pages that are getting ranked and bringing visitors.

You don't need a 301 redirect for this - unless you've got some really strong links pointed to it. If it's search you're worried about, just do as Mark suggests above and remove the page from your sitemap. If you have a link to that page that's actually sending traffic, then you could 301 it to the most relevant page that does exist. It's worth putting in the effort to create a customised 404 page with some links to other content, that way if people do end up on your 404 page you've got a much better chance of keeping them on the site.
