It uses css3 media queries. no other language required for it.
You can hire any company or a freelancer to do it.
Cross linking between own sites isn't a bad idea. but its good to keep the anchor text different.
I wouldn't consider this a bad idea i am doing it myself.

There is no sense in creating the mobile version in a different domain, its totally wrong. some sites use subdomains on the same domain for this purpose.
Different domain is an incorrect method.
These days responsive web design can save the hastle of getting a seperate system/design for mobile sites.
why don't you go for responsive web design for your site.
it will automatically shift to mobile or other screen sizes etc.

Take a link of the article/page which got the link in bottom as you mentioned,
paste the link here : http://www.google.com/webmasters/tools/richsnippets in this page, and test it. if it verifies then its fine. if not it will show you where the problem is.

Had a bad experience making 4 subdomains , PR dropped from 6 to 5, search engine traffic fell drastically.
now i redirected them to sub directories.
so i suggest go with sub dirs instead of subdomains.

Best and common practice would be to keep the better ranking pages and remove the ones are not.
Also put 301 redirects to the ones you removed towards the kept ones.

i did a little check on my site by answering the quiz at mytrafficdropped.com and there was a question about on what dates there was drop in organic. and i did checked my analytics on a top sending keyword. here is what i found. see attached image .
Traffic dropped totally on April 20 to onwards.
Then got back better in june, but again dropped in October, still down..
anythoughts guys ?

I got this stopped couple months ago as i wasn't feeling comfortable with that at all.
At firs ti thought of adding a 301 to new urls. but then i noticed. 301 mvoes the g+ count as well.. so ofcourse it won't work.
oh well lets see how it goes now.
