SEO question
Sounds like you should be in a position to know fairly quickly then. Give it a week or two and see what happens.

How important are domain names?
One of the reasons why keywords in a domain name work so well are because when links and references are made to the website, the keywords are typically the anchor text that are in the links. So, you get an extra advantage beyond even the semantic benefit of having the keywords in the domain name. You'll have less worries in the anchor text link building violations because you can build more links similar to the keywords in your domain. However, it appears in certain verticals, there are more benefits for the exact keywords in a domain. Check out attorney phrases for example. Do some research by checking out specific verticals and you might get your answer in terms of how important or how valuable they can be.

H1 Tags
This will not be problem from the penalty point of view - the question is if the page value. What is new or unique about the page that is also about the same topic? On another note observe that Google monitors and warns about duplicate TITLE and META description tags in Google Webmaster Tools. H tag duplicates are not included. That would have to indicate that H tag is not as important to them.

Domains
I'm assuming the keywords in these domains are generic in nature? There are two ways to go - 1) Build other sites on the domains and leverage them in some manner. This can become a huge task to manage - instead of promoting one site, now you have a whole group of them to deal with. If that's your plan, IMO this is a risky time to make a big investment - at least, not until we see how Google is going to implement the keyword domain changes iNET referenced. If the domains get direct navigation ("type in") traffic, they could be redirected to your primary domain. In that case, search becomes a moot point. But buyer beware - only the top quality domains get this kind of traffic in any volume -make sure the seller has reports to back up any claims and beware of traffic-boosting scams.

What CMS system is best?
We've been running wordpress with the all-in-one-seo plugin up until now, but since looking at the Yoast plugin suggested here I've switched. Great suggestion.

Whats important to receive a large amount of traffic quickly?
Do you want sustained traffic, or a one-time increase? Is there a goal associated with this traffic (increase signups for a newsletter, increase number of comments, sell products, etc.) or is the goal just pageviews for a specific page?

How important are meta keywords?
I don't use meta keywords at all, everything seems fine. I don't want my competitors to see them too.

Sitemap Help!
The problem that I have with CMS side sitemap generators is that it often pulls content from pages that are existing and adds entries based off that information. If you have pages linked to that are no longer there, as is the case with dynamic content, then you'll be imposing 404's on yourself like crazy. Just something to watch out for but it's probably your best solution.

Duplicate content and URL's
That's a good point. Does your CMS allow you to updaet the URL of an existing page? If it does, I would recommend doing this (rather than recreating the pages) and then making sure you have a static rewrite setup for that page. This is pretty easy to do in Apache and IIS (there are plent of guides available through Google)
