We also have a page on the site with about 20 client testimonials. Would it be appropriate to somehow place review schema on that page instead of republishing the Yelp and Google Reviews?
Just a little confused with the "rating scale maximum" and "rating scale minimum" fields in schema and how you would properly use those....
I guess there are a few questions wrapped up in this one.

Review your web logs too. You might have to supply those to Google anyway if their model can't detect anything.

A little confused by this. We have some on site reviews, is all I need is to reference that? What if we don't have "products", only "services"......should i be leveraging Places/Yelp reviews for this? Anyone add review schema for services?

You might see their short term gains, but they'll come back down to earth. I had something similar happen...competitor using pretty cheap, spammy methods built a lot of exact anchor text links....got them up short term, but about 2 months later, they plummeted.
Remain focused on your quality long term strategy and don't let this derail you. Sounds like they'll just run themselves into the ground.

Have you tried Google Insights? http://www.google.com/insights/search/
It's pretty good for narrowing in on specific geographies. The only real issue is lack of suggested keywords using this tool. But if you know some you want to compare, this works great.

Like you mentioned, you could either use robots.txt, or submit a URL removal request through webmaster tools. I've used both methods.

Google displays those suggested phrases when they've determined the quantity of searches for that phrase merits a relation. You can't change them, other than having other, more popular search queries related to your brand. If there isn't any negative that shows as a result, then you shouldn't have anything to worry about. We have the same issue.

Should I be using use rel=author in this case?
We have a large blog, which it appears one of our regional blogs (managed separately) is simply scraping content off of our blog and adding it to theirs.
Would adding rel=author (for all of our guest bloggers) help eliminate google seeing the regional blog content as scraped or duplicate? Is rel=author the best solution here?
