How Additional Characters and Numbers in URL affect SEO
I've never experienced a noticable, direct effect in this regard, and have experience with ranking pages well with crazy parameters. As long as things are canonicalized properly and the system isn't creating a bunch of duplicate pages with different parameters, you should be fine.

Index Pages become No-Index
Hey Tommy, I don't think no-indexing and re-indexing a page will have a negative effect on its ability to rank. As long as all the same ranking signals are in place (links, mentions, on-page optimization, etc.), once it is added back to the index, it should have the same strength as it did the previous year. As you mentioned, the algorithm will most certainly change over the course of a year and you might have new competitors surface during that time, so I wouldn't expect it to rank in the same position. But your plan for dropping it from the index and re-adding should be fine. Tim

Numbers (2432423) in URL
Numbers in the URL never hurt rankings! It’s just that your URL should be easy to read and follow the standard length... too long URLs might get you in to trouble from user experience as well as from the crawling and indexing point of view. Does DNS location affect international SEO?
No I've never heard of DNS affecting SEO. International or domestic, DNS shouldn't impact SEO.

100 Web Pages Submitted, only 4 Crawled since March 2012?
Redo the Sitemap and resubmit. Depends on what you are using for CMS there are some really good modules or plugins that help you do a good site map. I use Joomla XML site map. Works great and google initially only crawls portions of all your pages on your server side not all but 4% is fairly low it usually is like 50% ? REDO everything you should have any problems
