How it treats a link thats lost/found on the exact same page is a mystery to all. You should also take into consideration the time between a link lost/gained (e.g. if google didn't recrawl the page, it wouldn't have even noticed the link disappearing)

Best course of action is to add "Special Hours" in Google My Business to declare when your business is closed.

You gave a lot of info but this seems like a really specific problem and there are many variables at play. Hard to judge without knowing the specific pages.
That's pretty odd. Only thing I can think of is Google received more signals to rank the .nl site (maybe some new backlinks were found/created?) Overall, sounds like a bug that should be reversed.. how long have the ranking reverted for?
Note, that you can still rank for some Dutch keywords if you received backlinks with dutch anchor text.
Don't think there is much else you can do but send Google signals to recrawl the site and see that the noindex tag was removed.
I do believe the URLs are indexed (based on his url) and I know that you can use non-english characters in URLs.
Do you get the 500 error when you fetch as google for a url?
Add the site to Google Search Console and do "Fetch as Google" to see how they would index your pages.
First off, reconsider using flags as languages.
Secondly, if your content is auto-translated, you shouldn't index it (so don't use hreflang). Per Google:
Use robots.txt to block search engines from crawling automatically translated pages on your site. Automated translations don’t always make sense and could be viewed as spam. More importantly, a poor or artificial-sounding translation can harm your site’s perception.
You pretty much nailed it. If the only reason is cosmetic (which I doubt has any influence on anything), there is absolutely no reason to risk losing top 5 rankings. Good luck!
Side note.. Google's official stance is that 301s pass 100% authority but not worth testing. You are guaranteed to see a dip in rankings/organic traffic after you set up the 301s.
If the website is still indexed in google (search site:domain.com to see how many pages are indexed), then you might have a canonical URL/sitemap mismatch. e.g. your sitemap has urls site.com/Page-A/ but the canonical url is site.com/page-a/.. Google would still index your site but the # of urls indexed from the sitemap would drop. Another example is your sitemap urls are http but the website is actually https.
Thats the only thing that I can think of (aside from GSC bug) that would cause a drop.
If you are adding the embed code to a page that already has a good amount of unique content, it shouldn't have any major effect on SEO.
Pros: more relevant content, updated frequently, great for UX/CRO
Cons: decreases page speed, non-unique content (if its a small part of the total content, shouldn't be an issue)
Agreed, the redirects/canonicals should be permanent (well, for as long as you want the authority to pass along).
You would see changes in serps within 2 weeks usually.
If you haven't touched the site, then its likely either 1) an algorithm update with Google or 2) competitor rankings increase that caused your ranking dip.
Also check your latest backlinks in GSC to make sure there is no negative SEO going on.
I would guess similar to 301 redirects... about 2 weeks.
The faster you can get Google to recrawl the pages and index the new canonical URLs, the quicker the authority will transfer over.
