Optimizing a Webpage without keywords
I would use data to back up any changes you would want to make. If you know organic traffic is starting to take a nose dive due to changes the team is currently making then pull some year-over-year before and after snapshots and show them the areas that are declining. Explain the importance of properly optimizing the pages you are working on and try to find some sort of middle ground.

Moving multiple Sites to One Site and SEO Impact/Ideas
Nothing is guaranteed when you move domains. I see the following risks.... we are launching all the pages again with new content, redeisgn Yikes! New content might not be received as enthusiastically by the search engines. It might not be received as enthusiastically by visitors and they will bounce - sending a bad signal to search engines. If this was my site I would keep the content and the internal linking among the pages the exact same as it is now. If the rewrite is not done in a way that preserves the visitor's pleasure your rankings might fall. These original sites... if they are popular and have a lot of type in traffic, a lot of branded traffic, a lot of brand mentions, a lot of domain mentions, a lot of good will, a lot of navigational search, then you will be walking away from that. Rankings can be supported more by these signals than by links in many cases. No guarantees. We are in the process of moving 2 sites with higher page authority to another site we own I believe that (generally) best SEO practice is done when the strongest domain becomes the host of the content. It then has the ability to pass its authority and reputation into the content being moved there. **What is the health of these other domains? ** If you can't say that these other sites have clean link profiles, healthy content profiles, etc. then merging them could have some risk. It might pay to check these things out before merging. You know the story about "one bad apple."

301 redirects- how long to keep and how many are too many?
It is not unusual to redirect a whole website and all of its pages, so it wouldn't make sense that you could have too many. And you should keep the redirects indefinitely--what if there is a link to the expired page? You do not want to lose that equity by having it go nowhere...

Is it possible to rank in google mexico when you don't have a local site?
Your Spain site is most likely getting Latin American traffic because it's in Spanish. Does your offering(s) change in Spain vs Mexico? If so, you should have a Mexico focused site. If your offerings don't change based on the location of the customer, then you probably just need one site in different languages.

Why would I be ranking for a term when it's not anywhere in my page or pages linking to it?
Very simple, Your old site http://www.instantissuance.com uses a 301 redirect which can be seen here http://www.internetofficer.com/seo-tool/redirect-check/ It then redirects to http://www.datacard.com/instant-issuance-solutions which is the exact page you mentioned above. In tools like Majestic and MOZ you can see that the most common term used in backlinks to the site apart from the domain name is "dynamic card solution". When you perform a 301 redirect all the positive signals that a site has are passed to its new home. This is a clear indication of that happening. I hope that makes sense!

Do other sites linking to my page with a low domain authority affect my rankings?
Backlinks from DA 21 sites are nothing to sneeze at. I'll take them all day long. Moz actually just rolled out a great tool called "Spam Score". The lower a spam score the better. It will show you the spam score for any links that Moz has found. Spammy links can affect your rankings, so spammy links should be investigated and possibly disavowed. If your site's own spam score is low, I wouldn't get my panties in a knot.
