New Keyword Planning Tool
I really like the Spyfu Recon files tool. It give you the words and content that people actually click through on both on your site as well as your competitors.

Redirecting special characters in .htaccess and web.config
Just what I was looking for. & Thank you Aleyda for the tip on checking to see that the url with escaped characters is really on the site. That reduced the # of redirects needed by 75%.

Why is this link from a .edu source not being counted?
James, OSE only crawls a portion of the web. Even Google can not technically crawl the entire web. There's almost an infinite amount of information and web pages out there. So as long as it's cached in Google, which it is, I wouldn't worry about it. Eventually it will show up. The good news you shared is the fact that it shows up in webmaster tools. You are good.

Increasing Form Conversions
Yeah I know how that goes. If they are running PPC I would suggest building a landing page with those ideas in mind and testing one versus the other, or use Google WSO to try it out for organic if they don't. That would let the numbers do the talking, and no one with a brain will turn down better numbers unless they are ego driven Other than that the other thing I was thinking was that it is totally possible the traffic increase is not good traffic, but I wouldn't go there until I got the landing page issues under control. If you are worried about this though a good indicator is usually the bounce rate, and time on site/page (which can unfortunately be tied to the landing page experience as well).

Google rankings dropped like a stone
Hey James, don't forget the Wild, Wild, West is not a static lab environment. How old is your site? What has changed with your competitors - look specifically at any new entries into the top ten and try and determine why they might have moved up to replace you. Any server/page load speed issues? It is supposed to be an algorithm, but I doubt there is a single person (probably by design) that has any clue what it really is doing and barely what is supposed to be doing It could be a million different things - is your dev sub-directory blocked from crawling, did some high quality comment links get archived, did some of your quality links go away, did someone you are linking to get whacked or go away, etc, etc Are the pages that dropped still ranking for other terms - i.e. was it a "surgical drop" that I have experienced on another site of mine that I'm still trying to figure out. Just do an audit of everything and keep doing quality things... and theoretically, as we tell ourselves, your rankings should come back. Finally, were your ranking drops in the 10-50, 200+, or 950 range? The smaller ones are supposedly algorithmic and "easier" to correct while the higher ones are manually and "time out" once the offense has been corrected - all kind of witch craft Good luck.

A client will be translating their entire site into French in addition to English. For SEO purposes, should I host it on the same domain or create its own dedicated domain?
You should create a dedicated domain. I also recommend going after hosting in the languages' country that you most want rankings in. Check out Bruce Clay's International web - http://www.bruceclay.com

Duplicate content connundrum
Jaime, I'm a firm believer that there is no duplicate content problem except on-site - I would simply post the article on your site/blog and give a citation/link to the orignial source. I wouldnt bother but you could just post the first half and link on for the rest. This is after all what Google News does.
