This could also be something as simple as a bad code on some pages too. look at those old pages and see if there is a template or something associated with these pages that only they share. Might be isolating a script or disabling a plugin.

I don't know why you would want to target the locality.It's not like you will have 30 same name businesses in your portfolio in different locations. I would recommend:

Neither. Don't buy links since you don't know how to do it safely. and definitely don't do link exchanges. Either way you will probably get penalized.
Second question is, you can have more than 100 links on a page now, Google will crawl more than they used to in the past. It was a general rule because they had more limited bandwidth to crawl back then it wasn't a matter of being smart or not, now they want to find everything on the web they possibly can.

What's with the directory section? I see in the footer the resources section redirects to the homepage but these pages still exist. I would lose them asap that could be an issue.

Homepage has way too many instances of "logo" in the content, over optimized title tags, keywords meta, content etc.
Interlinking in content is a bit overdone and the keyword targets are not really lining up well.

Pointing to other sites is just leaking PR to those sites and taking users off of your site and onto theirs. Might want to find out their reasoning behind doing that.
Keep in mind that your footer links are global so adding the main target to each of the links can cause an over optimization issue. For example:
hefty brand garbage bags
glad garbage bags
noname garbage bags
etc. too much repetition of "garbage bags in anchor texts globally could trigger a ranking suppression for that main keyword.

You are 100% correct. This is how you dump links! You must remove the page and let it 404.
Won't guarantee that you will recover if you did link building to your homepage though, which is why you should never point links to your homepage.

95% of directories are for passing PR and I wouldn't use them for link building. There are only a few like Yahoo or Dmoz that I would consider safe.

I use linkresearchtools.com but keep in mind that all links need to be manually vetted, and that by disavowing too many links you can actually harm your sites rankings because you are cutting off page juice. Do your best to balance between disavowing really bad links with low or no PR and keeping ones that might be helping you, especially if your site is not actively building new good links. Also, never let a person or company upload a disavow file without giving it a second look.

I would use the space for better readability. Even if Google disregards the / it's not going to replace it with a space so you would want that space there for separation of keywords.

You're in luck!
404 the page and your job is done. Just change the URL by one character and you're good.Make sure the page is actually retuning a 404 status code.
Google only cares about links to pages that resolve on your site. By 404'ing them you are essentially removing all of the links in one shot.
Don't make a disavow, or anything you're done.

I also see shady links hidden in CSS on customer sites.It's only a matter of time before they get whacked for this by Google. I see their link in the code but not on the page, and of course the exact anchor text they are ranking so well for currently.

This used to be an issue, but now nofollowing a link throws away the PR. It used to be that if you had 4 links on a page an nofollowed 2 of them all the PR gets pushed to the 2 links. Now if you nofollow two links, the PR still is divided by 4 and you're throwing away half of your PR. So Google could care less now what you are nofollowing internally.
Nofollowing links to your pages is not enough to keep your pages from getting indexed, you need the noindex, follow meta tag on the page. Even robots.txt disallow sometimes isn't enough because Google could come in from a deep link and index the page.
Why aren't you using URL parameter handling in WMT to tell Google to not index pages with the ?filter parameter in the URLs?

You're big mistake is that you optimized for your company name instead of your keyphrase target. i would redo the title, meta, H1, testimonial, and description on bottom and make sure it has your desired keyphrase in it and don't muddle it up with the word "based" inbetween taxi and Knutsford. Even doing this right is not sufficient, make sure your properly launched into Google local and get some quality external links with the keyphrase as the anchor text.

this is not true, nofollowing the link is simply throwing away that bit of PR and not passing it to the other site. Removing it as a hyperlink and simply showing the url as text or obfuscating the link are two ways of retaining your PR.

no link building is an ongoing process and it takes time for Google to give you credit for links and the longer they are up there the better they are. So even if no one is looking for chrstmas wreaths in july your site should still be ranking for that term all year round. You could kick it up a notch a few months before the season though and promote heavily on FB and social media sites. Maybe even adwords dare i say.
There are tons of all year round christmas shops now so relevant linking should not be impossible. Also there are other types of wreaths like grave wreaths that maybe the business could go into?
