I try to use keyword variations in this instance. Allows for broader keyword usage, as well as top rankings.

RE: How do you address 95% bounce when in makes no sense?
If people are coming and finding what they want, they will read then leave, thus a bounce as some of your results show. I would also look into EGOL's suggestion and prompt people to click on other content.

RE: How can I change (specifically, decrease) the reporting/crawling frequency of the keyword ranking?
I think this is a feedback question. I will say that you might want to look at Rank Tracker which allows you to either check automatically every week, or manual update.

RE: Duplicate Links
If I read this correctly. Two links on one page pointing to the same page. One in a menu, one in the body copy.
That is perfectly fine. Google will only count the first instance of the link, but does tend to give more weight to body copy links.

RE: Same anchor text
Yes, you are cannibalizing your keyword. Change the keyword to a supporting keyword. It also makes me wonder why you would need to do this? Do you have two pages with the same keyword as the main keyword?

RE: NEW LINKS
Sure, if the site already has 100's of links, can you now start adding 40+ a month. The idea is to not have 100 link in June and 3 links in July through September, then 100 links again in October. (unless there is a large PR release, or another reason for large volumes of inbound links to occur)
I would first say to start looking at pages that do not have these number of links and build them up.
Home Page: 1,000's of links
Product Category Page: 100's of links
Product Page: 1-5 links
Build links to this deep page first if you can. (make sure you have a 301 plan in place for dropped pages)

RE: SEOMoz spidering our campaigns the next week and not finding the corrections we've made.
you might want to put a ticket in on this if it persists. I know some of my pages take a couple weeks to filter through.

RE: Link juice distributed to too many pages. Will noindex, follow fix this?
it will follow the link and pass juice, however it just won't be indexed and therefore not show in the SERPs.
Page A will therefore pass juice (using its follow) to any pages linking off it.So if Page A links to Page Z, juice from X will page through A to Z (being diluted by A)

RE: Do 301 redirects pass page rank quickly
Google pagerank updates are very unreliable. Do you view the Mozrank from the SEOmoz toolbar? I would use that as a gauge and that updates maybe monthly.
I agree with Theo, worry more about traffic, bounce, page views, time on site, and closing the visitor.

RE: How best to gain Followed Linking Root Domains?
Yes, this actually might take a few months depending on the site linking to you. And as EGOL has pointed out, great unique content, then promote it. I would add promoting in social networks as well. Always include ShareThis and Facebook LIKE on each page of content as this will help people share the content.

RE: In Adobe DreamWeaver, Does One Use a Template or a Server-Side Includes?
I always use SSI as this allows me to most flexibility. I can swap page elements in and out, and allow other to only edit body content of a page. A must when building CMS sites.

RE: Link juice distributed to too many pages. Will noindex, follow fix this?
If you have 10 links and 5 are no-follow, only the remaining 5 will pass juice.

RE: NEW LINKS
Did I totally miss the question, or did you reword it?
Inbound links should grow over time and in general 20 or so per month is good.
-
RE: NEW LINKS
No more than 100 links per page. However, with that said, it is more important to consider the visitor rather than Google in this. Too many links gets people lost and confused.

RE: How does a mega drop-down affects SEO?
I am not a huge fan of this type of menuing, but rather categories to products type linking. I don't think Google is going to care as long as you do not have too many links within the page. If you keep this style, you will have to gain even more links to deep pages to strengthen them.
**Your company is a tour operator, yet the linked site is a phone website? Why not give us a link to your site? **

RE: Which is better? Remove folder or fix the links and wait?
I would just fix the links and allow the SEs to reindex as they crawl the site. Just put all your effort to this and get it down today and you won't have to worry about taking content down.

RE: Canonical Tag for a 404 page
If you love writing code, read on

I like setting my 404 pages to evaluate the incoming URL (the one that failed) and trying to redirect the user to the proper page while 301ing the hand off. If you cannot evaluate the page to a good page, then 301 to the home page. If you can only evaluate to a category level (storefront type site), then 301 them to the category level.
It takes some fiddling around with the code and lookups to the database, but you get a much better experience for the user.

RE: Linking from other language websites passes juice or not?
Yes, it will pass juice.
And if you are looking for traffic in other languages, this is a smart thing to do

RE: Link Age as SEO factor?
Link age is not a factor.
Strength of domain/page the link is coming from is a factor. (would you want a day old link from the front page of SEOmoz, or a two year old link from your buddies blog?)
The only reason link age is thought to be a factor is that the older the link, the older the page the link is coming from, and the older the page the more time it has had to build more authority, thus pass more juice.
Great idea on getting those links manually changed!!!
