If you are thinking about what type of links you can buy with 5k a month, then you are dying and don't know it yet
If you are thinking of being competitive in terms of white/black hat, I am afraid you are really looking at it the wrong way. You need to figure out what is going to make you a better brand than your competitor and win in areas that spammers wont fight in, like brand, customer service and UX

If you think people are scraping your content, you might want to look into making sure you link back to your pages within your content so that you always get links back in those cases.
I noticed that when scraper site pick up SEOmoz content, tehy dont pick up the footer with the author links back. So make sure to keep links in the actual body text
I also saw a number of site that pull seomoz content into an iframe on their site. Places like twitter and Flickr detect when their pages are opened in an iframe and give a error message -> tabs.to/POL-Lp

There is no way to tell. You get what you can convince someone its worth. You can like that or not but it won't change it.
Unless you want to go to the trouble of making unique content for each page, I would suggest combining into a single page

Did you check their Google Webmaster tools in the Search Queries report? That should show you what terms were driving traffic
Otherwise check Analytics for organic keyword traffic and have a look at landing urls, you may be able to piece something together
Point 3.....
Likely its specific pages that are penalised. 410 those pages and put the content on a new page. Do it 1 keyword at a time and measure the impact

Looks a bit like panda too, that sharp drop. How is your content? thin, duplicated, templated, non-unique?
edit: you didnt do anything but you did move affiliate links behind logins? Better go double check you didnt screw something else up unintentionally when doing that

I doubt its a time thing, it's more likely that they still see dirty links that you have not disallowed
That's the problem with these jump one the bandwagon tools like Link detox et al - they give you a nice score but that doesn't mean anything
404ing burnt pages and starting again may be a much quicker process than messing around with link disavowal
How many domains were linking and how many domains did you disallow?
Are you sure its Panda?
Have a look at your SEO visibilty in Searchmetrics and compare to these graphs http://econsultancy.com/uk/blog/8583-how-to-identify-and-fix-google-panda
What we have seen is that you may lose or benefit ranking for Panda related problems that other sites in your niche may have had - so you dont get hit by Panda, but they do, making your rankings jump around (5th graph, green line example)

You seem to have a good handle on the issue but you might consider getting an experienced SEO in for at least a second opinion. We can only give very general help here on the Q&A, as we don't have access to your data
They do say to wait at least a few weeks for results

Interestingly, Ive seen a drop in traffic for a keyword that has held position when images have entered the SERP for another ranking i.e. we lost traffic when a competitor had an image
