Broadly, yes - we're very interested in this issue. Unfortunately, it's incredibly complicated. A couple of key points: (1) We have no idea which links Google discounts. There's no API or signal or crawl trick that will tell us, and there's really no way to measure the impact of any single link. So, we're forced to try to deduce the signals they use. Unfortunately, even those signals can take a mountain of data to process, and so it gets computationally more and more complex. (2) Our crawl does bias toward what we believe are higher-quality links. In other words, we try to focus on quality over quantity in our data. So, in that sense, we do discount them, to some degree. This is mostly based on authority-based metrics, though, not on "spamminess". (3) Dr. Matt Peters here at SEOmoz is actively working on a project to classify link spam and try to emulate Google's behavior. That's been a very difficult project, but the goal is to measure spam more effectively and eventually try to integrate what we learn back into the crawl. I can't currently give you an ETA on that project, but it is something the Data Science team is working hard on.

Generic Anchor Vs Branded Anchor?
Yes, there has been a lot of confusion regarding what types of keywords are targeting. If you are targeting only targeted keywords, it is like playing Russian roulette. Your website might be enjoying top position until you are caught by Google Penguin update. Probably this is the reason why you might be still seeing low quality sites with questionable links ranking tops. _The ideal anchor text policy should be the right mix of branded keywords, targeted keywords and natural texts. But as you are playing it safe, you cannot expect that you will see dramatic improvement in the rankings anytime soon. _

Bounce Rate Over 90%
After conducting keyword research around the content on the homepage, the reasons those keywords are in the title tag is because these keywords are high traffic keywords, or at least when the SEO kicks in they will be. However, in response to the suggestion of 'personal injury lawyers'. If you visit the page http://www.acompensationclaim.com/personal-injury-claim.php you'll see that I'm targeting the generic personal injury keywords, those being "personal injury claims" and "accident claims". Judging from the content on the homepage, it is better to be more specific with the terms to the content on the page. Having the two high volume personal injury terms on the personal injury page is more relevant to the content on that page and therefore more likely to increase quality score search results. So I guess i'm saying, I don't see the logic in having personal injury type keywords in the title tag for the homepage on the homepage. It is only a 2 month old site but its got to be better for SEO in the long run too. Additionally, although time consuming I'm going to create a page relevant to each accident type with (taking Whiplash as an example) What is whiplash What are the symptoms What is the average payout How long for a whiplash claim to be processed How to claim I think by giving the searcher more information in this way and maybe backed up with some video, this should keep more users on the page for longer and bring hopefully bring down the bounce rate and increase conversions. I main lesson is give the user what they want.
