ok sorry allow me to clarify. Yes, I am aware that it would be easy to include a link into the footer of a template with a link back to wherever I am trying to build links to.  My dilemma is this; is there a service or place that I can submit my template to that will spread the templates to lots of different Wordpress template sites where users browse to install templates they would like on there blogs/sites.

I don't think I got hit went a penalty or anything.  But possibly, would I have a warning in my WHT?  However, my traffic did drop 66% from organic traffic. I did run a SEOMoz crawl on my site and it found 78 duplicate pages.  These were all the url.com/tag/title here.  I checked my Wordpress plugin in and my seo plugin had everything checked but my "noindex for archives tags".

No problem Garen - I would definitely always go with your gut instinct on this sort of thing - I have and it has always served me well. Establishing those relationships will pay off and best of all they are going to keep paying off - plus I think building relationships is more about time than money. The other advantage of building a relationship with authorities in your niche is that the relationship is often reciprocal and you can help and learn from each other as well as gaining retweets, links. etc.
