You will find that an ALT element can be elsewhere on the page and still help, perhaps below the fold (or whatever makes sens for usability) and still achieve the same effect. We've used a stock photo to achieve better conversions successfully and combined it with a strong call to action device. In your case (like in anyone's) there is only one way to find out - try A/B testing

Getting the most out of existing PR
I am currently compiling material for a creative session where I will sit down with our client's PR team and look at ways to maximise SEO value while they do their usual PR work. Apart from obvious link inclusion in the written material (resource box / in-text) what are the other tactics that can be used to help SEO?
I am not only thinking about content but also distributiuon and technology / platform as well.
My (random) thoughts are around:
- Talking about specific website locations, features, media
- Generating curiosity
- Using existing media contacts and chanels as link opportunities
- Using interesting and user-friendly yet smantically rich content
- Use of synonims
- Referring to related terms and concepts
- Integrating social media
- Referring to PR material in blog and social media? (maybe bad idea)
Note: I've recently been introduced to platforms such as HARO and MyBlogQuest (by Peter Gregory in this related posthttp://www.seomoz.org/q/are-press-release-sites-useful) and wondering if there is anything else out there that's new and exciting?

Impact of Internal VS Inbound Links
Internal linking channels juice being accumulated through inbound links and the two work as a team. I am interested to hear from those who have either tested or have a fairly good gut feeling about the impact of internal links on rankings (as an additional signal).
Also in your opinion how does internal linking compare to external links pointing to the same page (e.g. impact of benefit/ranking gained through internal linking + inbound links as opposed to scenario where there is no relevant internal links at all).
Conditions:
- Relevant anchor text used (or close contextual variation)
- Measuring impact on a single phrase (or relevant phrase variation)
- Internal links can be from unlimited pages on the same site (even site-wide)
- External inbound links can be only to the target page (disregarding inbound links to other pages).
- Disregarding layout based navigation as internal links and focusing on content based links only (contextual, editorial links).
For example:
- Internal link ranking impact: 10%
- External link ranking impact: 90%
Since this is a simplified model feel free to provide necessary clarifications below your estimate.

/frames/ is a useles element in the URL so I would get rid of it, basically your new URL structure shows improvement. You should 301 the pages (not 201, I think you just made a typo).
a: Yes. Google will fairly quickly pick up on the new structure.
b: Don't repeat company name, that would not be helpful to anybody.Good luck!

Oh, this could be a very long reply, however I will condense it to the following:
If you're link building for an Australian domain for Australian market and you have 1000 link opportunities. You should certainly focus on the followings:
- Australian domains relevant to your niche
- Australian domains that otherwise qualify (eg main local directories)
- International domains relevant to your niche
(The order of 2 and 3 is a bit of a struggle for me when deciding which one to attack first)
Basically it's all about time management and if you have a limited number of hours to work on your domain (and that is always the case) you will need to find a way to prioritise.
Also look at obvious opportunities such as joining your local chamber of commerce and relevant industry associations in Australia.

All that, yet I have still secured Yahoo listing for our site. How's that? I'm not saying I had money to throw around but it's basically a significant directory to be in - even outside SEO value. My vote still goes towards yes if the site is important to you and you are not willing to cut corners.

RE: Optimizing for Date Sensitive Products/Services
If the term is not competitive you can do quite nicely by just mentioning the year specials on the page as part of the sentence and perhaps a sub heading (H2). However if it's a heavy term you might get some extra points if you have a dedicated title tag / url etc for it therefore a page for 2012 product would be beneficial. Google always says "think about what would be best for users." Perhaps that's something you should ask yourself also, would users benefit from separate pages? If a product page already ranks and has links to it it's much easier to get it ranked for new terms (especially if they are a variation) than pushing a new page from scratch. A happy middle would be new pages but interlinked across offers for different years, therefore passing votes across.

From my testing (and I do a fair bit of that) I conclude that links still outweigh every other signal. Though it would make perfect sense that newly introduced hints steal a bit of link graph's glory until it's put in a fair place with everything else. I notice Matt Cutts still talks about links a great deal in his videos which confirms my view that links are still going strong.
What puzzles me is how strongly they treat exact anchor text, when in natural world we rarely see it happen, it's usually click here, or read more or just plain website address. This is the area I believe needs fixing sooner than others.
Back to the original topic... once links stop being a super-signal content and function will rule.

Define: Good Content
I am curious to hear what you guys consider to be the characteristics of good content and in which order if you have a preference.
Here are a few I can think of:
- Informative (you can learn something new)
- Substantial (enough of it and thorough)
- Complete (doesn't give half-baked information or ideas)
- Unique (not regurgitated original content)
- Helpful (practical actionable information)
- Visual (content complemented by media)
- Referenced (claims made are substantiated through citations)
- Entertaining (or otherwise emotional, e.g. surprising, sad, shocking, controversial)
- Formatted (easy to read and follow)
- Timely (right content at the right time, applies for news)
- Professional (writing style, grammar, spelling and sentence structure)

Lists of article hosting sites are available online however value of having the link from duplicate content is not as exciting as arranging unique blog posts or articles on different websites. If I was you I would perform this activity once per month and focus on other activities.

RE: Site wide internal links in footer
Links from content area seem to be a lot more potent. If you're looking to boost your rankings through internal linking I would find editorial links to be the right way to go if possible. One tip I guess would be to look at preventing double links to same page. For example link from footer goes to same page as link main nav, sidebar and content area.

URL rewriting is a common and safe practice and as goodnewscowboy points out: http://www.seomoz.org/ugc/a-simple-guide-to-htaccess - just test it and see that nothing funky is going on with your site and note that the above examples are not customised to your particular site / page structure.
Search engines are good with picking up 301s for new pages. If your pages are already in index and have links the only downside is that you may lose a bit of anchor text focus (I remember Matt Cutts talking about this in one of his videos) but link juice should pass through just fine.

Google claims that nofollow links do not pass link juice - no matter what. If your tests show otherwise then Google is a liar (or they just don't know how they work internally). To my knowledge proper blog commenting work brings secondary value to a direct link from the page you're commenting on (scraped content links which exclude nofollow, citations, mentions, branding, networking...etc).
