In my view add content in existing PPC page which is ranking in search results and ask PPC team to create a new landing page.
PPC campaign performance won't be derailed by having a new landing page

does editing the META Description really have any significant benefit? - No, not in your case
does the Google Search Algo factor in the META Description tag, or is it only used for display purposes on the search results and doesn't affect ranking?
Meta description is not a direct ranking factor it is just for user to compels to click on search results but CTR does a ranking factor which is affected by meta description. If meta description is written in such a way that user compel to click on search result page , ctr will raise.

First of all I would like to make it very clear that paid campaign doesn't help in improve organic ranking. Second thing yes it is true that if you are running paid campaign overall goal conversion will go up , you will get more searches on branded keyword, organic conversion will also goes up because many users first click the ad and later on visit website by clicking on organic listing in next visit.
Paid channel influence other channels significantly e.g direct traffic, branded traffic, organic conversion*

If your landing page is only for Paid campaign then you can no-index and nofollow because there is no impact of no-index and nofollow on PPC landing page as well the QS.
but if you are using for both PPC and SEO then you should use rel=canonical and here is latest video on rel ="canonical"

No there is no logical reason to not use 301 redirect and even I would say it is a terrible mistake that will affect site very badly.
In fact if we don't use 301 redirect site will loose ranking /traffice/ link juice.
