Directories and Link Building

I was reading a post by Eric Enge, http://www.seomoz.org/blog/role-of-directories-in-link-building
and nobody talked about in the comments, so I want to see what you think:
Considering that get some bad links from punished directories is bad for your site, it's worth to use site submissions softwares, like SubmitEaze, that promisses a 1,000 submits?

I think that those links are worthless.

I wouldn't go with completely worthless. Mostly worthless yeah, but it's worth it for extra IP diversity I think

I would stay away from all those types of programs. Even if you only have to pay $9.99 for 1,000 submissions, it will do more harm then good and most likely you would only see a few links.
Focus more on Quality links.

Unless you have a very very broad site subject, chances are if you submitted to a large number of directories, very few (if any depending on your niche) would be relevant, and only a handful of those would pass any real link juice. If you find a few quality directories in your niche they could help, just have a good look at their status first before submitting.
The time and cash would be better spent (as already stated) on gaining links from credible sources.
