What are top 10 best link building places after penguin?

Can some one help on this. I am looking to build 1 way links to rank a new website. Besides blogging and social bookmarking can some one recommend what works post Panda and Penguin.

Have you checked out the link building section of the SEOmoz blog at http://www.seomoz.org/blog/category/4? The ten best link building places for your site are the ones that matter to your site. What's going to do well for your new website (in whatever niche it is) is going to be different than what would do well for my site about model battleships that shoot and sink each other. For me, a link from Geek Dad or ThinkGeek would be golden. If your site is a B2B site for city streetlamps, those links are going to do nothing for you.

The days of "Manual Link Building are numbered". Google is aiming to take out human intervention and I'm sure if they had the geo co-ordinates of SEO agencies theyd road test some WMD's.
So if your an SEO agent looking to pluck low hangoing fruit to appease some short term strategy get bold... look um in the eye and say ... " Lets focus on 2 things make sure the site has no indexing issues and second lets add content that users consistently want"
And thats it dude, dont waist your time with manual link building the Penguin has pecked it to death

Same as before just in a marketing way not the spammy way - Only drop a link in a way and place you think people will click it to come to your site.
