I am not able to do link building from like minded websites. Hence I am planning to go for following approach :
By creating links to my website on blogspots (using comments).
Participating in question / answer forum on the websites meant for r asking questions for different categories.
Writing articles on good ranking websites and creating links.
Participating in Social media websitesPlease let me know if this will help me. Any other possible way apart from these?

I would stay away from the tactic of creating spammy blog comments and forum links to your website. Guest blogging and building social relationships with authority figures is always a good tactic to start gaining decent links to your site. I would also consider other ideas such as content curation for your site - there is an excellent article on this in this weeks SEOMoz blog. I would also think about ways in which you could possibly create some sort of viral campaign - maybe a video that could help you gain brand recognition and exposure thus leading to links. I don't know what your site is but have you thought about creating your own blog and encouraging others to produce guest posts for it - invite other to post with outreach emails/letters? Building those relationships with social influencers can a good way to gain guest posts. Hope this helps!

Matt Williamson has some really good points in his comment. I'm going to focus more on those potentially spammy link tactics.
I would only suggest using blog comments and profiles on forums that meet the following criteria:
- The site is somehow related to your niche, product, service, etc.
- You are there to add value to an already created discussion.
- You are there for the long haul.
- The site you're participating on isn't anything shady or illegal.
The biggest thing to remember is, wherever you spend time building links, you better be building value too. Any link that was created 'for the link" and not because you are genuinely adding meaningful content/conversation will be looked upon as low quality, even spammy in some cases.
You don't want to create a negative image of your brand to the eyes of users, likewise for search engines.
