Google GeoIP and you should get lots of info and resources. Maxmind, countryipblock, etc. Keep in mind, that by doing this you could also block those from India you are farming work out to.

EMD question. How far can you push it?
My company, Virante, studied this question about a year and a half ago. It appears that string distance measurements like Levenshtein Distance or Jaro Winkler Distance correlate well with rankings - this means that it might be nice to have ikeyword.com or ekeyword.com, but not keyword1keyword2.com. You quickly start to lose value at that point. My vote for them would be to build a brand in this case, unless they can get a true EMD.

SEO Agency Sabotage?
We just discovered that one of our clients' sites (not one we manage, but another one of theirs) has approximately 7000 links coming from luxa.org, and they recently took a huge dip in organic traffic. Is anyone else familiar with luxa.org?

Where is my time best spent ?
First improve UX, if the site is supposed to be about the user, then improve that. While improving that you can also improve any on-page SEO factors that will also improve your rankings. Better descriptions and optimized tags will improve your rankings. That will make your efforts down the road easier. From what I've seen, it takes 3-6 months for a new site to settle in so you have some time. If you were in a different industry I might say spend more time on building links and stuff, but I think you'll probably have to rely more on trying to get return customers or industry specific forums, etc. Maybe it's just me, but social media will probably be pretty difficult to get solid traction from(outside of industry specifics).

Hi Osanda, Gareth is right and you, sorry to tell it, are wrong. You can geo target specific sub folders on Google Webmaster Tools, as it can be done for generic domain names (.com, .net...) and subdomains (sk.domain.com...) In order to avoid duplicate content, you can use the rel alternate hreflang tag or in the header section of the pages of your site or directly in the sitemap xml. In case of exact duplicates, then, you can also use the rel=canonical in order to say to Google what of the exact duplicated pages it should present in the index. Said that, in order to geotarget a site, you should also think about getting links from the targeted country. If you are received a lot of links from not Sri Lanka sites, then other local sites (maybe with country level domain name) will rank better than you because they have important links from other local sites.

No. I don't know how often the OSE index is updated. Knowing my own backlinks, I know only a part of my links appear. Google seems to be more thorough with the links, and it is coming from the search engine that is ranking your keywords.

Outranking the big boys, how to protect position?
Hi Sean No, absolutely no black hat whatsoever, but as an affiliate perhaps Google wouldn't want us to outrank the original supplier of the rates? And in answer to your second comment, we don't use the information from a competitor at all, what we do, is use the rates provided from the publisher (so for example, we don't use content from Delta airlines but we have their rates for flights). However, you are right in that a publisher can pull the plug on affiliate for just marketing better than them. Annoying though, we put a lot of time and effort into our rankings to sell their products... for them to pull the plug for doing it too well.

Best way to recruit quality SEO staff?
This is really solid advice. I've been doing a combination of turning down smaller projects, leveraging existing relationships, and charging more to get the growth I'm now experiencing. I thought I'd get more no's when I increased fees, but surprisingly I haven't. I'm just starting my search for an employee now--fully understanding that it will take some time to train anyone for the position.

Using a SEO company + doing in house SEO?
Thanks for the good points, we are going to trial out building our own in-house SEO team with local staff + outsource staff, but under careful management, I will implement a strong approval, auditing and monitoring process. I think the problems arise when you just let people go free and do anything, by setting them what task to be performed in details, what to do and what not to do with local or outsource staff who are referred, I think that would remove most of the risk of blackhat SEO occurring. - At the same time, I am going to dump our SEO company for someone who is transparent with their work without a commitment. I think your right about contracts, whatever these guys say, you wont know if they are good at their work until you get started. And you need that option to drop (like I am about to with our current SEO). I will check out the companies featured on SEOmoz community and your recommendations, I think a SEO community referral is much more objective than the crap out their on topseos.com and the web in general. If you have anymore recommendations for SEO companies, I would love it.

Help ranking for a keyword
Right there is the challenge Bill. Some site owners are passionate about their products and services. I have one client in England who sells packing boxes. You are probably asking...how can a person be passionate about packing boxes?! Well, this client has run a family business for 30 years. He will go into detail on the differences between a "cardboard box" and a "packing box". When he speaks, you can hear the enthusiasm in his voice. He expects his family will be in the same business 30 years from now. Meanwhile, there are dozens of other similar sites which sell packing boxes, but from examining the competitors I get the impression these companies just throw up sites selling various products and really don't have any commitment to the business. They may sell packing boxes on one site, watches on another, and radio controlled cars on a third site. They don't care and are just in it for the money...and it shows clearly! That's the difference. If you are focused on one site, you commit to that site's success. Your articles are much higher quality, the site's look and feel is better, the customer service is better and so forth. Many of the Google changes over the past two years are helping to separate the authentic businesses from the people who run a dozen websites. It is getting easier and easier to help legitimate businesses rise above their competitors. If you are selling well on eBay, that's great. Selling on your own website puts you in direct competition with the other sites who are doing the same thing as you. It then becomes a pure competition. The more committed site owner wins (assuming they also work smart).
