Agreed! That's why I suggest using it in combination with the variables you mentioned above.

RE: Regular Expressions for Filtering BOT Traffic?
"...a combination of operating system, location, and some other factors can do the trick."
Yep, combined with those, look for "Avg. Time on Page = 00:00:00"

RE: Mobile SEO vs. Usability - SinglePlatform
In this case, especially, usability = SEO. Mobile for restaurants is extremely important. People like to use the sitelinks to go directly to a menu or directions.
Sounds like you're aware of Google's stance on the subject.
I'm not familiar w/ SinglePlatform- but I'd think they are addressing or will have to address this soon.

RE: Changing title tags in well established site - should I do this gradually to avoid risk of penalty?
Yep, there are risks:
- SE rankings
- Click-thru rates
- External/Social share link text implications
Suggestions if you don't want to do the whole lot:
- Make changes one section at a time & observe any changes
- Change title tags which are obvious violators of best practices

RE: What is the danger of adding rel="prev" and rel="next"...
Check out topic from a few months ago-

How old is the site?
In my experience, I've found it best to first see how things are actually being indexed, which pages are showing up in SERPS, and what the user behavior is.

RE: Does Google only look at LSI per page or context of the Site?
Everything should be done within the context of the site.

RE: White hat on a small business budget.
I suppose this depends on the type of business.
As you know, $300 wont get much. If local SEO is relevant to the business, I'd go that route.
Otherwise, you're dealing with a company who is not sold on the value of SEO. And do you really want to deal w/ that?

RE: Product Listing Pages - Combine Like Products?
This can be tricky! Which platform are you on?
Something I've had to deal with quite a bit and there's no single solution for all types of products.
Ideally, you'd like to offer all of the sizes on a single page, assuming everything else is the same. So if I search "clear vinyl tubing", I'd rather see a listing result that says something like "Clear Vinyl Tubing - Various Diameters" versus a whole page of identical product listings and having to scan for the size.
If your tubing is offered in different lengths, it might better to have a listing for each diameter and have the length selectable.
Think of apparel products; they allow you to select colors and sizes.
But in general, the platform and way you have things set up on the backend might dictate the best way to do this.
Keep in mind product feeds (e.g., Google shopping), and make sure you can list and possibly redirect the variants correctly.
(note: make sure the individual SKU's and/or MPN's are searchable)
