Hi there! Generally speaking, it's much easier to block crawlers unilaterally than to allow just one specific crawler and no others onto your website. (It's also worth mentioning that if Rogerbot is the only crawler with access to your site, you risk falling off the radar on Google's index! Yikes!) How to do Country specific indexing ?
The use of the hreflang can be useful anyway, especially from Brand searches (aka: "name of the brand" as search term), because in that case you can see your "local country" web site outranked by your most powerful one despite of the geotargeting you have set up in GWT.
