how about a CMS that has built-in search functionality.
some CMS' even go further and provide separate SOLR searching plus indexing and not just a pure database based one (faceted search etc.).
My choice DRUPAL!
to me it seems that there is more an issue with the php script.
the pdf issue could be a referencing issue within your script, even if the pdf's are loaded into the correct folder. check the upload function, especially where you give the doc the URI!
Although the specification of the HTTP protocol does not specify any maximum length, practical limits are imposed by web browser and server software.
Extremely long URLs are usually a mistake. URLs over 2,000 characters will not work in the most popular web browser. Don't use them if you intend your site to work for the majority of Internet users.
If you must have long URI's ask your CMS provider if there's a way they can set clean url's instead of the long versions.

You are correct with 115,less is better though.
The CMS provider surely can't be Drupal.
Might be worth exploring if you have to discuss the web basics with them!

hard to tell if you actually can't visit the site,but in a nutshell #1 = quality of your content or content is king
#2 if you sell those products yeah categorize them, no worries.
#3 google does not list you because of the design, so it is your choice, but is as #1, as customers want easy to access products.
what ever works for your customers best!

why having an iframe to an already existing page on your own site?
google might be right with that,duplicate.

It seems that you have created pages just for the pictures you wanted to display and google possibly does not understand the content, as there isn't content. in a nutshell page 9 and 10 has almost the same content just with a different picture.
For your own sake a Title on each page will help you get better results and while you have already a page for each picture why not adding some details to it. google will like that more:-)
You might have a look into a proper CMS system in the future as pages will change!

I had a similar issue to solve, so maybe it will help you to decide if not happened already.The listing results were very good!
The customer is providing services in a given area "State and City/Suburb or Town level".
I've created a hierarchical structure for both the services and the locations, then I've just linked them together via tags, so that the Services content had tags for locations and vice versa.
The Path structure:
For location: /locations/WA/Perth/Perth-Hills
For Service: /services/servicex

Yslow is a good tool to check the entire site for any issues speed etc.
Your hosting provider might have the sitemap tool on their site for you available OR try Google.
Depending on your environment you'll need to the tools for it.There are some online tools available too.
If you are using a cms, then maybe you'll find a module for it.

How about creating RSS feeds on the Turkey site and adding them to all other sites on your farm (Russia etc.).
This would give you more links and the content would exist only once as the RSS usually refers back to the original link.

How about a subdomain for your blog "myblog.mydomain.com".
This would give you the requirements in hand you described before.
If you host your domain with a hosting provider, then you normally can create subdomains yourself.
