Andy sums it up perfectly. It is very easy to make any "SEO checker" give you top grades for a page. Likewise it is very easy to manipulate individual metrics to be higher. For instance, I could write 2000 words of useless content on wedding DJ's in perth, insert a few keywords in the right places, make sure my taggings is correct and i have the right number of tags and title text etc... Moz gives me an A for optimisation... but my content is crap. If you have ticked all the boxes for on page optimisation (if you have more than 1 h1 tag  like a previous poster said then you need to look at this at start with the basic step) then its time to look into what andy suggests, the quality of your content, your website trust and hunt down that reason.

Hi Kosta, Sadly the only way I know is to contact each website that looks spammy and ask for them to remove the link.  Sometimes getting removal isn't possible. If it's a blog network, find out who owns the blog network and ask them to remove all the links.  It looks like they have used an SEO firm to get these back links? Often blackhat SEO firms have their own blog networks, so you could get them to remove all of them, if your lucky. The other option is to just start building quality links, and just wait out the penalty. If you get enough quality links Google will see the website is trust worthy and ignore the spam. The hard part is getting quality links. Start with high quality directories, and then looks at the business supplier to see if you can get quality links from suppliers in exchange for a testimonies. Then I would move on to guessed blogging on relevant topics.  Cars should be an easy topic to find plenty of quality blogs. Contact them with a great article or idea, in exchange for a link.

I think "no" is just popular answer. You should buy links if you need it, but in big business thinking about content is more important.

Article spinning pollutes the Internet with poor quality content. Google's mission is to organize the world's information. Why would Google reward sites that make their job more difficult? I would focus instead on a tactic like guest posting by creating content that people willingly publish and adds value to readers.
