I have 301 redirects from my old URL to the new URL (and from http to https, and from no www to www) The link suggestion you provided just offered a link to a you-tube video that was instructive but did not help me. I found a link to https://support.google.com/legal/troubleshooter/1114905 which allowed me to "report content that you would like removed from Google's services". I submitted a request that the scrapper site be removed from Google's index.

You might be able to first remove the /Login URL + variants from Google (+ noindex it) and once it is removed, add the Disallow so it doesn't get crawled so no crawl budget is wasted on the probably low-content-value login URL.
