No. Anyone can build links to any site.
You can always ask webmasters to remove links, but they are much easier to build than have them removed. If the site is stating false negative information about your site, it might be considered libel and you could try to threaten legal action.

Many links do not apear in site explorer. I view it as a list of the highest quality links and others are either not shown or shown inconsistently. Generally, the links are there. I would focus more on building them than the reporting.
On a side note : there is a chance that your links are not always being indexed, but Tweeting a link to your blog (recommended if you have not already done so) should put it on the radar.

Go with a flat structure.
Cross link your pages, but don't have too many links on each page.
Make links to pages with 'boiler plate' content rel=nofollow.

I am very sure. This is for multiple sites with similar link profiles. Does anyone know how MozTrust could be lost without losing links? Can an IP change cause this? Are there other ways to loose trust such as having more mid-quality links added?

You can always get some benefit out of building links, but without content it can be an uphill battle. Will they do any on page optimization at all? If not, then this will be very difficult.
I hate to say this because it is not an SEO comment, but on the business side, some clients cost more than they bring in. It is up to you, but politely ending a relationship with an uncooperative client can be better than saying you can do it and not producing results.

The links are nofollow, but it is a good way to get exposure for graphic content if you have some good images.

Moz Trust
I saw a severe drop in MozTrust for multiple sites I am working on. We have added some links this month, but would be considered 'spammy' or to be low quality. No other links appear to have been lost / removed.
If we had some very high quality links before and have added some mid-level links can this be what is causing the drop? From the description on SEOmoz, it seemed to me that trust could only go up as links were added. It appears that I am missing something.
