I think that the proper way to do it is through budget primarily if you can afford to build a website that is going to be able to geo-target using the right TLD for whatever country I would utilize geo-DNS to accomplish this however I would create new content for each page the reason for this is because of the hreflang issue talked about here http://www.youtube.com/watch?v=Igbrm1z_7Hk you may also utilize tools from http://www.neustarlocaleze.biz/directory/clarity.aspx sincerely, Thomas

Hi Tom You understood it perfectly, I'm aware that some are taking advantage of this system and I'd prefer not to be targeted as one of those as Google will strike down on these down the road. Good idea with with native reviews on specific language and a combined rating across with hreflang. Thank you for your help it's greatly appreciated.

Hi Matthew, thank you for your response. All urls have backlinks and generally site wide there are plenty (3 million+). This has been going on for some months now and all experts we have had on it had no explanation. Matt Cuts should have a support # for this

If I owned google and a site was appearing in the #2 position and not getting clicked then that says something.  The title could be totally irrelevant, the site could be so trashy that everybody knows about it, may other things. If nobody is clicking then it is wasting space in the SERPs.
