Have the client use the cannonical tag so that the pages are not duplicated for every language! That would fix their problems as well as yours

Blog commenting is one of the lower value backlinks....but here are a few search strings to find dofollow blogs!
type in your keyword then on of the search stings with quotations into Google....the resulting sites will have dofollow blogs commenting

use http://www.opensiteexplorer.org/ to look at the links your competition has...then go after those. Thats the easiest place to start.
